14. Ratification of a resolution honoring and commending Aram Serverian for his years of loyal and dedicated services to our community upon his retirement from the San Mateo County Superior Court (Supervisor Jerry Hill)

15. Resolution accepting a donation in the amount of $25,000 from Kenneth L. Fisher for the Services Learning Pilot Program (Supervisor Rose Jacobs Gibson)

COUNTY COUNSEL

16. 1) Resolution establishing the Mary Elizabeth Griffin Annual Children's Award to be given annually to a person providing exemplary service to the children of San Mateo County

2) Resolution authorizing agreement with the Peninsula Community Foundation to establish and administer the Mary Elizabeth Griffin Annual Children's Award fund

3) Approve a transfer in the amount of $10,000 from General Fund Non-Department Reserves to establish the award fund

COUNTY MANAGER

17. Resolution authorizing agreement with the Federal Aviation Administration for the use of land and operation of a air traffic control tower at the San Carlos Airport from October 1, 2000 through September 30, 2001, no monetary consideration

18. Resolution authorizing permit agreement with Bay Area Cellular Telephone Company dba AT&T Wireless Systems for the installation and operation of a wireless communication facility at the East Palo Alto Community Services Building for a sixty-month term, $2,400 monthly fee, increases based on the Consumer Price Index

19. Resolution authorizing lease agreement with the City of Foster City for a public communication site lease for the operation of a communication facility for five (5) years, the site is included in the overall Joint Powers Agreement project cost

20. Resolution authorizing second amendment to the agreement with the San Mateo County Bar Association to continue representation of hospitalized mental health clients at probable cause hearings for FY 2000-01 increasing the amount by $64,600

21. 1) Authorize the County Manager's Office to host an off-site meeting at Strawberry Ranch in Half Moon Bay on January 12, 2001 for executive management to discuss new recruitment and retention strategies

2) Approve a transfer in the amount of $2,700 from Non-Departmental Reserves to Services and Supplies to cover the cost of the off-site meeting.

DISTRICT ATTORNEY

22. Resolution authorizing the Annual Automation Cooperation agreement with the California Department of Child Support Services for the provision of a single statewide automated child support system from December 1, 2000 through November 31, 2001

EMPLOYEE AND PUBLIC SERVICES AGENCY

23. Resolution ratifying and adopting a Letter of Understanding with the Services Employees International Union (SEIU) Local 715 regarding health benefits for In-Home Supportive Services ( jointly with Health Services Agency)

25. 1) Resolution authorizing agreement with the California Department of Food and Agriculture for pest exclusion inspection services to prevent the introduction of economically important plant pests and diseases for a term of July 1, 2000 through June 30, 2001 in the amount of $856,235.84, no net County cost

2) Approve a transfer in the amount of $7,710 from unanticipated revenue to various accounts for implementation of the State contractual High Risk Pest Exclusion Inspection program

26. 1) Resolution authorizing agreement with Bernard Johnson Young Incorporated for plan checking services for a term of July 1, 2000 through June 30, 2003 in the amount not to exceed $900,000

2) Resolution authorizing agreement with Linhart Petersen Powers Associates for plan checking services for a term of July 1, 2000 through June 30, 2003 in the amount not to exceed $900,000

3) Approve a transfer in the amount of $300,000 from Permanent Salaries and Departmental Reserves to provide an appropriation from which to pay for the agreements for the remainder of FY 2000-2001

27. Resolution accepting a donation from the San Mateo County Parks Foundation in the amount of $15,000 for the benefit of the Parks and Recreation Division's volunteer program

28. Resolution authorizing the Director of Environmental Services Agency to submit a grant application to the State of California Department of Parks and Recreation for renovations and improvements to the Old County Courthouse in the amount of $625,475 and authorizing the Director to execute any other document required by and for the grant

HEALTH SERVICES AGENCY

29. 1) Resolution authorizing agreement with the State Department of Health Services to participate in development of a Bay Area Regional Immunization Registry for a term of July 1, 2000 through June 30, 2001 in the amount of $10,000, no net County cost

2) Approve a transfer in the amount of $10,000 from Unanticipated Revenue to Contracts

30. 1) Resolution authorizing a one-year grant from the Public Health Institute to expand the Community Oriented Health Systems (COHS) initiative to other areas of the county

2) Approve a transfer in the amount of $180,000 from Unanticipated Revenue to various accounts

3) Introduction of ordinance amending the salary ordinance adding an epidemiologist position within the Public Health Division and waiver of reading the ordinance in its entirety

31. Resolution authorizing agreement with the Redevelopment Agency of the City and County of San Francisco for the provision of 2000-2001 Housing Opportunities for persons with AIDS (HOPWA) for a term of July 1, 2000 through June 30, 2001, no net County cost

HUMAN SERVICES AGENCY

32. Resolution authorizing an amended agreement with Opportunities Industrialization Center West (OICW) to include the Comprehensive Year-Round Employment and Training Related Services, extending the term to September 30, 2002 and increasing the amount by $480,160 to $1,895,772

33. Resolution authorizing an amended agreement with Women's Recovery Association for the provision of alcohol and drug treatment services for a term of July 1, 2000 through June 30, 2001, increase the amount by $51,868 to $79,341, net County cost is $13,500

34. Resolution authorizing four (4) agreements with the Cities of Daly City, Redwood City, San Mateo and South San Francisco to obtain Community Development Block Grant funding to assist with the construction of a north county homeless shelter for a term of July 1, 2000 through June 30, 2001

35. Approve the Quarterly Status Report on County-wide Housing Activity

PUBLIC WORKS

36. Resolution approving the installation of one (1) street light near 887 - 15th Avenue within the boundaries of Menlo Park Highway Lighting District

SHERIFF

37. 1) Introduction of ordinance amending the salary ordinance adding two Community Service Officer positions to serve the coastside, mid-coast and south county areas and waiver of reading the ordinance in its entirety

2) Approve a transfer in the amount of $123,494 from Unanticipated Revenue and Special Program Services accounts to establish a budget for the COPS MORE 2000 grant program

TREASURER/TAX COLLECTOR

38. Resolution declaring unclaimed monies in the amount of $5,095.97 in the County Treasury property of the County and authorizing the Controller to transfer said monies to the General Fund of the County
