Recommended Revision to the Salary Ordinance

 

Recommendation
Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· Reclassifying thirteen positions,

· Combining two half time positions into one full time position,

· Converting one position from unclassified status to classified status,

· Adding one differential, and

· Splitting one full time position into two half time positions.

These actions were approved by the County Manager's Office.

The reclassification actions represent monthly salary and benefit cost of $4157 or annual cost of $49,884.

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 17000 EMPLOYEE AND PUBLIC SERVICES

Action: Delete: Seven positions of V047, Communications Dispatcher III

    Biweekly Salary: $1984.00 - 2480.00

    Approximate Monthly Salary: $4299 - 5374

    Add: Five positions of V050S, Communications Dispatcher series

    Biweekly Salary: $1650.40 - 2281.60

    Approximate Monthly Salary: $3576 - 4944

    And Add: Two positions of V045, Communications Dispatch Specialist

    Biweekly Salary: $2010.40 - 2512.00

    Approximate Monthly Salary: $4356 - 5443

Explanation: This is the conversion of staffing in the Dispatch Center. This action eliminates the Communications Dispatcher III classification which is defined as performing lead work to the various shift operations. Supervisory personnel now perform these duties and the leads are not needed in this area. The positions should be filled by line staff carrying out dispatch functions. The new classification of Communications Dispatch Specialist will perform a variety of specialized communications dispatch support in either staff training or automated systems development and administration. Two current Dispatcher's III currently performing these duties should be placed in the new classification. This action represents a monthly salary and benefits savings of $2616 based on filling the positions at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 25000 DISTRICT ATTORNEY'S OFFICE

Action A: Combine: Two half time positions of E377S, Legal Secretary series

    Biweekly Salary: $1278.40 - 1776.80

    Approximate Monthly Salary: $2770 - 3850

    Into: One full time position

    Same salary range

Explanation: This is the combining of two half time positions of Legal Secretary I/II into one full time position. This change will better meet the working needs of current staff and will give the department greater flexibility in providing support to the legal staff. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by one.

Action B: Add: A 10% differential for one employee in the Information Technology Manager classification who is given responsibility for coordinating the multiple agency consortium application development project for Family Support Services.

Explanation: This is the addition of one differential for one staff member who is responsible for coordinating the multiple agency consortium application development project for Family Support Services. The San Mateo County Family Support Division has taken responsibility for coordinating the current applications development effort for a new software system to be used by eight other County Family Support Divisions. This project has broad scope and impact beyond San Mateo County alone and the additional responsibilities are more in line with the classification of Project Manager in other departments. The differential will equalize the salary difference between the two classifications as long as the incumbent in Family Support is responsible for the project. This action results in no change in the total number of authorized positions.

ORGANIZATION 30000 SHERIFF'S OFFICE

Action A: Convert: One position of B270, Forensic Laboratory Manager - unclassified

    Biweekly Salary: $2993.600 - 3742.40

    Approximate Monthly Salary: $6487 - 8109

    To: Classified status

    Same salary range

Explanation: This is the conversion of one position of Forensic Laboratory Manager unclassified to classified status. This position has been designated by the Sheriff as unclassified as authorized by the County Charter. The Sheriff has elected to change this position to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action B: Delete: One position of E375, Legal Office Specialist

    Biweekly Salary: $1368.80 - 1711.20

    Approximate Monthly Salary: $2966 - 3708

    Add: One position of B244, Public Information Officer

    Biweekly Salary: $2233.60 - 2792.00

    Approximate Monthly Salary: $4840 - 6050

Explanation: This is the deletion of one position of Legal Office Specialist and the addition of one position of Public Information Officer. The new classification will provide public information services, public relations support, legislative tracking, and community outreach support. These duties are more consistent with the classification of Public Information Officer. This action represents a monthly salary and benefits cost of $3045 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 57000 AGING AND ADULT SERVICES

Action: Delete: One position of E349, Lead Fiscal Office Assistant

    Biweekly Salary: $1224.00 - 1530.40

    Approximate Monthly Salary: $2652 - 3316

    Add: One position of G226S, Community Program Specialist Series

    Biweekly Salary: $1408.80 - 1971.20

    Approximate Monthly Salary: $3053 - 4271

Explanation: This is the upward reclassification of one existing filled Lead Fiscal Office Assistant position to the classification of Community Program Specialist I/II. This position plays a key role in Aging and Adult Services community outreach, case management services and fiscal impact of their contract agencies by performing functions including monitoring the $1.3 million contract for IHSS, creating statistical reports which impact division funding levels, and completing special research projects and studies. These duties are more consistent with the classification of Community Program Specialist. This action represents a monthly salary and benefits cost of $1242 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action A: Split: One full time position of F124, Staff Physician

    Biweekly Salary: $3795.20 - 4486.40

    Approximate Monthly Salary: $8224 - 9721

    Into: Two half time positions of F124, Staff Physician

    Same Salary Range

Explanation: This is the split of one existing full time position into two half time positions. This position is currently shared between Forensics (jail) and outpatient services in the Redwood City Mental Health Clinic. By splitting the position the department will have more flexibility in recruiting candidates who are interested in only one of these very different assignments or may want to supplement private practice hours. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

Action B: Delete: One position of G112S, Community Worker Series

    Biweekly Salary: $1080.00 - 1492.80

    Approximate Monthly Salary: $2340 - 3235

    Add: One position of G040S, Mental Health Case Worker Series

    Biweekly Salary: $1382.40 - 2364.00

    Approximate Monthly Salary: $2995 - 5122

Explanation: This is the upward reclassification of one existing vacant Community Worker I/II position to the classification series of Mental Health Case Worker. This change will follow the Mental Health Division's overall classification structure, in that all other non-license eligible case managers are classified as Mental Health Counselors. It is also consistent with the skills mix necessary to provide clinical services to the consumers. This action represents a monthly salary and benefits cost of $2453 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO COUNTY HEALTH CENTER

Action: Delete: One position of E040, Assistant Director of Medical Records

            Biweekly Salary: $1820.80 - 2276.00

    Approximate Monthly Salary: $3945 - 4932

    And One position of E419, Lead Medical Office Assistant

            Biweekly Salary: $1332.80 - 1666.40

    Approximate Monthly Salary: $2888 - 3611

    Add: One position of E421, Medical Office Services Supervisor

            Biweekly Salary: $1585.60 - 1981.60

    Approximate Monthly Salary: $3436 - 4294

    And One position of E304S, Medical Records Technician series

            Biweekly Salary: $1163.20 - 1707.20

    Approximate Monthly Salary: $2520 - 3699

Explanation: This is the reclassification of two positions in the Medical Records division of San Mateo County Health Center. The new structure that will be implemented as a result of these two changes will provide direct and appropriate supervision of all three units of the division. This action represents a monthly salary and benefits savings of $715 based on filling the positions at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 74000 HUMAN SERVICES AGENCY

Action: Delete: One position of F049, Community Mental Health Nurse

            Biweekly Salary: $2315.20 - 2588.80

    Approximate Monthly Salary: $5017 - 5610

    To: One position of F040, Public Health Nurse

            Biweekly Salary: $2414.40 - 2854.40

    Approximate Monthly Salary: $5232 - 6185

Explanation: This is the upward reclassification of one existing vacant Community Mental Health Nurse position to the classification of Public Health Nurse. The position is assigned to the FUTURES program and is carrying out duties more consistent with Public Health Nursing. There are no components of the work that entail mental health nursing. This action represents a monthly salary and benefits cost of $748 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
