TO:

Honorable Board of Supervisors

FROM:

Paul T. Scannell, Assistant County Manager

SUBJECT:

San Mateo County Health Center, Phase 5

Recommendation
Adopt a Resolution authorizing the President of the Board of Supervisors to execute an Agreement with Engineering Economics, Inc. (EEI) for commissioning and peer review services related to the construction of the San Mateo County Health Center in the amount of $107,625.

Background
The San Mateo County Health Center is a multi-phased construction project which is rebuilding and remodeling the San Mateo County General Hospital to meet current building regulations and standards of care. Phases 1, 2, 3, and 4 are complete. Portions of Phase 5, the final phase of the project, have been completed, including sitework and elevator work. Pre-construction work for the remodel of the '54 Hospital Building is in progress and construction is scheduled to begin mid-November.

Discussion
Engineering Economics, Inc. provided commissioning services for the HVAC system in Phase 4. Their work in Phase 5 will include peer review of the '54 Hospital Building Remodel HVAC systems. They will also complete a sitewide review of existing air handlers, the chilled water system, and the Central Plant controls; analyze the results; and Honorable Board of Supervisors make recommendations to improve the operations of the Central Plant, conserve energy, and to integrate existing systems with the new work, resulting in a more efficient facility.

Fiscal Impact
This contract is part of the construction and renovation of the San Mateo County Health Center project. Funds are available in the project account. The project is funded by the sale of Lease Revenue Bonds, Series A, 1994. The project will pay one-half of the cost and the Hospital will pay one-half of the cost.
