Recommended Revision to the Salary Ordinance

Recommendation

    Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· reclassifying one position,

· adding two new classifications, and

· converting one unclassified position to classified status.

These actions were approved by the County Manager's Office.

The reclassification actions represent monthly salary and benefit cost of $408 or annual cost of $4,896.

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 37000 COUNTY LIBRARY

Action:

Convert: One position of B182S, Community Program Specialist - unclassified series

Biweekly Salary: $1408.80 - 2314.40

Approximate Monthly Salary: $3053 - 5015

To: Classified status

Same salary range

Explanation:

This is the conversion of one unclassified position of Community Program Specialist to classified status. The position was originally grant funded to support the Raising a Reader Program. The Program has now been provided with ongoing funding and is appropriately placed in the classified service. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

ORGANIZATION 46000 PUBLIC WORKS - ENGINEERING SERVICES

Action:

Add: two new licensed civil engineer classifications to the flexibly staffed engineer series as follows:

N020, Associate Civil Engineer

Biweekly Salary: $2387.20 -2983.20

Approximate Monthly Salary: $5172 - 6464

N022, Senior Civil Engineer

Biweekly Salary: $2818.40 - 3523.20

Approximate Monthly Salary: $6107 - 7634

Explanation:

Explanation: This is the addition of two new classification of licensed civil engineer to the flexibly staffed engineer series. The department has found that they have a need to have more engineering staff who are licensed by the State as Registered Engineers that currently available. This change will allow the department to hire both registered and non-registered engineers and to provide a higher level of compensation for the registered engineers. This action represents a monthly salary and benefits cost of $408 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action:

Delete: One position of F061, PBM Program Coordinator

Biweekly Salary: $2849.60 - 3562.40

Approximate Monthly Salary: $6175 - 7719

Add: One position of D167, PBM Program Manager

Biweekly Salary: $2965.60 - 3707.20

Approximate Monthly Salary: $6426 - 8033

Explanation:

This is the upward reclassification of one existing filled PBM Program Coordinator position to the classification of PBM Program Manager. The scope and responsibility for the management of pharmacy benefits for Mental Health Services Division clients has increased since the inception of the program in 1998. Additionally, the Division now has increased financial risk with the advent of new psychoactive medications that are more effective then traditional medications, but very expensive. The Pharmacy Program is also actively working to secure low-cost drugs for the indigent, thus producing program savings. This requires not only specialized training and knowledge in this field, but the ability to manage a complex program/service. This action represents a monthly salary and benefits cost of $408 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
