Recommended Revision to the Salary Ordinance

 

Recommendation
Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary
The salary ordinance changes herein represent:

· reclassifying one position,

· adding one differential,

· splitting one full time position into two half time positions, and

· adding two new positions.

These actions were approved by the County Manager's Office.

The reclassification actions represent monthly salary and benefit cost of $423 or annual cost of $5,076.

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 12000 COUNTY MANAGER'S OFFICE

Action:

Add: A 5.7% differential for staff in the classifications of Management Analyst I-II-III, Principal Management Analyst and Assistant Budget Director.

Explanation:

This is the addition of one differential for professional staff in the County Manager's Office. Ongoing responsibilities now include monitoring of planning processes, priorities and performance across all departments so that County goals are achieved, training of departmental staff on outcome-based management, budget and performance measurement and facilitating departmental work groups to implement new or revised County policies and procedures. This action results in no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO COUNTY HEALTH CENTER

Action:

Split: One full time position of F074S, Medical Technologist series
Biweekly Salary: $1868.00 - 2472.00
Approximate Monthly Salary: $4047 - 5356
Into:
Two half time positions
Same salary range

Explanation:

This is the splitting of one full time position of Medical Technologist into two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in providing health care at the San Mateo County Health Center. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

ORGANIZATION 70000 HUMAN SERVICES AGENCY

Action A:

Reclassify: One position of E334S, Office Assistant series
Biweekly Salary: $986.40 - 1417.60
Approximate Monthly Salary: $2137 - 3071
To:
One position of E336, Lead Office Assistant
Biweekly Salary: $1253.60 - 1567.20
Approximate Monthly Salary: $2716 - 3396

Explanation:

This is the upward reclassification of one existing vacant Office Assistant position to the classification of Lead Office Assistant. Client activity at the Peninsula Works sites have increased significantly since the offices were established. At the Central Regional offices, this have resulted in one Lead worker being responsible for 8 staff at two sites. The reclassification of this position will provide greater staff direction and assist in maintaining service levels. This action represents a monthly salary and benefits cost of $423 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action B:

Add: Two positions of G040S, Mental Health Case Worker series
Biweekly Salary: $1771.20 - 2482.40
Approximate Monthly Salary: $3838 - 5379

Explanation:

This is the addition of two new positions of Mental Health Case Worker to the Human Services Agency. These positions are funded by a grant from the Children and Families First program and will provide support to case managed mental health care. The addition of these two positions represents a monthly salary and benefits cost of $13,985 based on filling both positions at the top step in the range. The action increases the total number of authorized positions by two.
