Recommended Revision to the Salary Ordinance

 

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Background

The salary ordinance changes herein represent:

    ·

reclassifying two positions,

    ·

splitting one full time position into two half time positions,

    ·

creating one new classification, and

    ·

adding one new position.

These actions were approved by the County Manager's Office.

The reclassification actions represent a monthly salary and benefit cost of $1097 or an annual cost of $13,164.

This amendment has been reviewed by the County Counsel's Office.

 

Summary

ORGANIZATION 20000 SamCERA

Action:

Add: One position of E491S, Retirement Analyst series

Biweekly Salary: $1326.40 - 1907.20

Approximate Monthly Salary: $2874 - 4133

Explanation:

This is the addition of one position of Retirement Analyst to the County Retirement system. Based on budget and workload considerations the Retirement Board has authorized adding one new position of Retirement Analyst to monitor and manage a variety of retirement programs. The action represents a monthly salary and benefits cost of $5373 based on filling the position at the top step in the range. The action increases the total number of authorized positions by one.

   

ORGANIZATION 30000 SHERIFF'S OFFICE

Action:

Add: one new classification to the flexibly staffed pattern for Deputy Sheriff as follows:

H061, Deputy Sheriff Trainee

Biweekly Salary: $1766.40

Approximate Monthly Salary: $3828

Explanation:

This is the addition of one new classification of Deputy Sheriff Trainee to the Deputy Sheriff classification series. The Sheriff's Office has traditionally filled the Deputy Sheriff positions either by lateral transfer of experienced Police Officers/Deputy Sheriffs from other agencies or by promotion from the Correctional Officer ranks. While having some success with this approach the Office continues to experience a number of Deputy Sheriff vacancies. By creating the new classification concept of Deputy Sheriff Trainee, the Office would be able to hire individuals interested in careers in law enforcement but not corrections and who have not completed basic POST academy training. This potential pool also includes current County employees. This action represents no additional salary and benefits cost. There is no change in the total number of authorized positions

   

ORGANIZATION 68500 COMMUNITY HEALTH CLINICS

Action:

Convert: One full time position of F124, Staff Physician

Biweekly Salary: $3984.40 - 4710.40

Approximate Monthly Salary: $8634 - 10207

To: Two half time positions

Same salary range

Explanation:

This is the conversion of one full time position of Staff Physician to two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in providing support to the community. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

   

ORGANIZATION 70000 HUMAN SERVICES AGENCY

Action A:

Reclassify: One position of G098S, Social Worker series

Biweekly Salary: $1623.20 - 2416.80

Approximate Monthly Salary: $3517 - 5237

To: One position of G200S, Vocational Rehabilitation Counselor series

Same Salary range

Explanation:

This is the lateral reclassification of one existing vacant Social Worker position to the classification of Vocational Rehabilitation Counselor. This position is assigned to Vocational Rehabilitation Services and had been performing work of a Social Worker. Those duties are no longer appropriate and the work is similar to the work performed by other Vocational Rehabilitation Counselors. This action represents no additional salary and benefits cost. There is no change in the total number of authorized positions.

Reclassify: One position of R001S, Housing and Community Development Specialist series

Biweekly Salary: $1530.40 - 2598.40

Approximate Monthly Salary: $3316 - 5630

To: One position of R010, Housing and Community Development Supervisor

Biweekly Salary: $2432.00 - 3040.00

Approximate Monthly Salary: $5269 - 6586

Explanation:

This is the upward reclassification of one existing vacant Housing and Community Development Specialist to the new classification of Housing and Community Development Supervisor. During term bargaining the County agreed to evaluate the organizational structure of the Housing and Community Development division of the Human Services Agency with specific attention to supervision. In conjunction with the employees and the union the County has developed a new supervisory level position to provide necessary and appropriate ongoing direction to staff in the unit. This action represents a monthly salary and benefits cost of $1097 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
