Recommendation
|
Approve a correction to the 2001/2002 property tax roll to reflect a welfare exemption for the property located at 1101 Main Street, Half Moon Bay, for Mid-Peninsula Hermanas Inc.

Background
|
Under section 214 of the California Revenue and Taxation Code, Mid-Peninsula Hermanas Inc. ("Hermanas") qualifies for a welfare exemption from property taxes for fiscal year 2001/2002 on its property located at 1101 Main Street, Half Moon Bay. The welfare exemption applies to Hermanas because it is a non-profit corporation that provides low income housing.

Discussion
|
In February 2001, Hermanas applied for the welfare exemption for the 2001/2002 fiscal year, pursuant to section 214 of the Revenue and Taxation Code. However, in April 2001, the State Board of Equalization ("SBE") found that Hermanas had failed to meet the requirements to qualify for the section 214 welfare exemption. Thereafter, in July 2001, Hermanas submitted to the SBE additional information in support of its application for a welfare exemption from property taxes. In August 2001, the SBE approved the welfare exemption.

As a result, the property tax roll needs to be corrected, and, since the correction will result in a $53,516.02 reduction in the 2001/2002 roll, it requires the approval of the Board of Supervisors.

We therefore recommend that the Board approve the roll correction for the 2001/2002 tax year to reflect Hermana's welfare exemption.

Fiscal Impact
|
The fiscal impact is estimated to be a $53,516.02 decrease in the current year's roll. The County's General Fund share of the refund is 14% of the decrease (i.e., approximately $7,492.2).
