Shared Vision 2010, The Promise of the Peninsula

   

Recommendation

Accept Shared Vision 2010, The Promise of the Peninsula, the first year report of the Board's vision project; and approve a County Policy requiring all board reports include a statement of alignment to that vision.

 

Background

Upon the completion of a series of workshops that resulted in the framework of people, place, prosperity and partnerships, your Board conducted community forums throughout the county, as well as with county staff, asking: What will the county be like in 2010? And What do we want it to look like? Over the six-month period residents were also encouraged to provide comments on-line. Small focused group meetings were conducted to prioritize and refine the 10 commitments and 25 goals, as well as begin to identify and develop measures to use to track progress being made achieving the vision of the next ten years.

 

Discussion

The attached final report reflects the work accomplished by the community and county department participation. Like the vision, this report is a work-in-progress. Efforts are underway to benchmark the goals to ensure progress can be measured. Much of the data is under development. And as you know, the County continues to phase-in Outcome Based Budgeting to enable alignment of county programs and services to the vision.

 

Upon your approval, Shared Vision 2010, the Promise of the Peninsula will be presented to those residents who participated in its development and to county employees. Additionally, it will be presented to other local agencies, the business, faith-based and non-profit communities for their review, comment and most importantly to challenge them to identify those areas the are most concerned with to partner with the County to achieve. Please note that a questionnaire is included in the report. This questionnaire can also be found and completed on the County's web site.

 

2001-02 Initiatives

 

The following is a partial list of the numerous countywide and county government initiatives that flow from the Board's Shared Vision 2010:

 

Countywide 2001-02 Initiatives

 

    ·

Conduct joint hearing with the Bay Area Water Users Association to determine target level for water conservation and initiate countywide conservation plan;

    ·

Sponsor Child Care Conference (November 14, 2001) to recognize model efforts to improve access to affordable child care in San Mateo County;

    ·

Co-sponsor "Town Hall" meeting with the San Mateo County Community College District Board and Peninsula Policy Partnership (P3) to expand workforce training to serve and attract cutting edge industries;

    ·

Host the San Mateo County Legislative Meeting (January 25, 2002) to enable a community dialogue on proposed State Budget reductions to cities, schools, special districts and county programs and services;

    ·

Participate in the P3 planning and development of the CalTrain right-of-way;

    ·

Take part in development of the Association of Bay Area Government's (ABAG) Smart Growth Initiative(s); and

    ·

Collaborate with SamTrans to offer Transit-to-Trails, a program to enable broad community use of county parks and recreation facilities.

 

County Government 2001-02 Initiatives

 

CARON Project

Sheriff's Office will host eight informal bilingual community dialogues with the North Fair Oaks residents to foster trust and develop a more open communication between law enforcement and residents;

   

REACT

Sheriff's Office will participate in the regional Federal Bureau of Investigation (FBI) Task Force on High Technology Crime with Santa Clara County to address a wide spectrum of computer-related crimes, helping leading edge industries to maintain competitiveness, reduce losses and improve customer service;

   

Voter Participation

Elections Office project to enhance voter registration and voter turnout through multilingual voter registration and ballot materials;

   

Kindergarten Readiness

In collaboration with the Peninsula Partnership for Children, Youth, Families and community stakeholders to develop an standard instrument to assess children's social, emotional and physical skills upon entry to kindergarten;

   

Saturday Story Time

Over the next five years 48,000 children entering kindergarten will receive library cards through County Library System; and in collaboration with Dad's Count conduct Saturday story time at libraries throughout the county to encourage early learning;

   

Water Safety

Beach, creek and swimming pool water sampling and monitoring program with internet listing of any problems, posting of closures of those not in compliance with Health Services Agency, Environmental Health standards;

   

On-line Elder Abuse Reporting

Aging and Adult Services to provide information, contact, referral agencies and accept reports of elder abuse;

   

Housing "Best Practices"

County Manager's Office with Human Services Agency survey of local agencies in California to identify "best practices" of affordable housing development and use of housing trust funds; and

   

Green Building Policy

Board Subcommittee develop, adopt and implement a sustainable or "green building" policy based on LEED (Leadership in Energy and Environmental Design) a nationally recognized rating system with five focus areas: sustainable sites; water efficiency, energy and atmosphere, materials and resources, indoor environmental quality and innovation and design process.

   

Fiscal Impact

There is no impact to the County General Fund or any other fund of the County by your Board approving the alignment policy and accepting Shared Vision 2010, the Promise of the Peninsula.
