Recommendation
Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Permit Agreement with Free At Last for the Prenatal Advantage Black Infant Health Project.

Background
The Public Health Division of Health Services has operated the Prenatal Advantage Black Infant Health Project since 1990. It is a state-funded project designated to reduce the high infant mortality rate among African American women and families by increasing access to prenatal care. This office will serve as a place for Case Managers to provide education and support to fathers of pregnant and parenting woman.

Discussion
The Agreement presented for your approval is for the lease of approximately 800 square feet. The term is retroactive to July 1, 2001. The monthly rent is $900 ($1.12 per square foot) which is considered to be fair market rent.

County Counsel has approved and reviewed the agreement. The Director of the Health Services concurs in our recommendation.

Fiscal Impact
This project is fully funded by State and Federal revenue.
