Recommendation

That this Board approve an ordinance delegating to the Purchasing Agent authority to enter into contracts for County Services

Background
|
The County often enters into contracts under which the County provides a service and receives money or services from another person or agency. Examples of these contracts include a contract in which the federal government pays the County to collect specific statistical data, contracts under which the state pays the County for administration of social services programs or a contract with local cities for appraisal services. At present, all such contracts go to the Board of Supervisors for approval since the ordinance code has not delegated the authority to approve such contracts.

Discussion
|
Under this proposed ordinance, the County Manager as Purchasing Agent would be authorized to execute all contracts in which the County receives compensation for rendering a service, unless the money received by the County exceeds that amount established by the Government Code as the limit of the Purchasing Agent's authority, which is currently $100,000. This would parallel the process where the County spends the money.
