Recommendation

1.

Approve an Appropriation Transfer Request in the amount of $22,500 for Sanchez Adobe Master Plan Project.

2.

Adopt a resolution authorizing the Director of Environmental Services Agency to execute and submit any agreement amendments or other documents required to formalize a change in the use of funds for the Sanchez Adobe Master Plan Project.

Background
|
County policy requires gifts (other than real property) of a value over $2,500 or gifts that have significant conditions or stipulations to be acknowledged in writing by the division head and referred to the Board of Supervisors for acceptance or rejection.
|
|
The San Mateo County Parks and Recreation Foundation was established in 1998 to support, though generous financial gifts, the San Mateo County Parks and Recreation Division's recreational, environmental and educational programs and projects. It is governed by a volunteer Board of Directors and has an Executive Director. The Foundation seeks grants and contributions from individuals, foundations and businesses. Recognition of donor's gifts is done in accordance with the County's approved Donor Recognition Guidelines. The Foundation does not manage the projects directly. The San Mateo County Division of Parks and Recreation is responsible for the design, permitting, contracting and maintenance of the projects.

The Foundation has identified the Sanchez Adobe Master Plan Project for funding.
|
|
The Sanchez Adobe Master Plan Project objective is to develop a Master Plan for the Sanchez Adobe Historical Site that will interpret the Native American, California Mission and Francisco Sanchez periods of the resource. The master planning process will involve interpretive planning, restoration and design services for public exhibits, new facilities and programs at the park, including the adobe exterior, interior and furnishings, and the surrounding site that comprises the park. Elements of the master plan will include a site and landscape plan, interpretive plan including historic furnishings and a facilities plan that addresses upgrades to existing structures and the addition of new support buildings. The master plan should be developed so that its implementation can be phased in over time as funding becomes available.

The Foundation donation will be used in concert with State grant funds originally allocated toward the Sanchez Adobe Roof Replacement and Partial Seismic Retrofit Project. County Parks staff has spoken with State Parks staff regarding the change in the use of funds. They have agreed to the change. The attached resolution, will in part, authorize the Director of the Environmental Services Agency to sign the relevant agreement amendments to formalize the change in the use of funds from the Roof Replacement Project to the Master Plan Project.

The Master Plan Project will require a Request for Proposal and a professional services contract. Should the contract warrant approval by the Board of Supervisors, County Parks will reappear before the Board.

The Parks and Recreation Commission has reviewed this donation and recommends its acceptance.

The County Counsel's Office has reviewed the resolution and finds it in order.

Fiscal Impact
|
There is no impact on the County Parks budget.
|
|
Funding originally allocated toward the Sanchez Adobe Roof Replacement and Partial Seismic Retrofit will be used to fund the majority of the Sanchez Adobe Master Plan Project.

The Sanchez Adobe Roof Replacement and Partial Seismic Retrofit Project will instead be funded through the County's allocation of the Proposition 12 Roberti-Z'Berg-Harris program funds. The Foundation's contribution will fund the remainder of the estimated cost of the Master Plan project.

Existing County Park staff resources will be used to administer and complete the project.
