SUBJECT:

Acceptance of Grant Award from the David and Lucile Packard Foundation and Addition of an unclassified Management Analyst position and an unclassified Office Assistant to implement the Violence in Families Initiative Program

Recommendation

1.

Adopt a resolution authorizing the Director of Human Services Agency to accept a Grant Award in the amount of $254,955 from the David and Lucile Packard Foundation.

2.

Approve an Amendment to the Salary Ordinance adding two unclassified positions to Human Services Agency:

A. Unclassified Management Analyst, and

B. Unclassified Office Assistant II

Background

In October 2001, the David and Lucile Packard Foundation granted funds of $254,955 to the Human Services Agency to work together with other public and private agencies in San Mateo County to develop and implement a collaborative, county-wide family violence prevention and response program. The program, entitled, the San Mateo County Violence in Families Initiative Program (VIP), is a three year, multidisciplinary, county-wide effort to develop a comprehensive and coordinated response to families in San Mateo County affected by domestic violence and child abuse. It is expected that successful completion of the first year project goals and timetables will ensure future funding of the VIP Program from the same funding source.

Discussion

In 2000, representatives from the County of San Mateo Courts, Law Enforcement, District Attorney's Office, Probation Department, Human Services Agency, Health Services Agency, San Mateo County Office of Education, Sor Juana Ines Services for Abused Women, Center for Domestic Violence Prevention, Legal Aid Society, Family Service Agency, Family and Community Enrichment Services, Inc., Child Abuse Prevention Center, and the Interfaith Network, a group of representatives from the faith community, began to meet to discuss the issue of responding to families affected by child abuse and domestic violence. It was determined that there was clearly a need for a more integrated approach and better coordinated service delivery for these families.

The mission of VIP is to ensure that families affected by domestic violence and child maltreatment receive supportive, culturally sensitive services through a comprehensive and coordinated multidisciplinary service delivery strategy aimed at reducing family violence in San Mateo County. Implementation of VIP will result in interagency protocols, policies and procedures between the public and private agencies in San Mateo County that respond to families who are affected by domestic violence and child maltreatment.

Fiscal Impact

The Management Analyst and the Office Assistant positions will be funded entirely by the grant received from the David and Lucile Packard Foundation. There will be no county costs for these positions.
