RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH THE CITY OF PACIFICA TO PROVIDE FUNDING ASSISTANCE FOR A NEW ROOF SYSTEM ON THE PACIFICA SENIOR CENTER

Recommendation
|
Adopt a Resolution authorizing execution of an agreement with the City of Pacifica providing $105,000 of CDBG funds toward the installation of a new roof system on the Pacifica Senior/Community Center.

Background
|
The Pacifica Senior Center is located at 540 Crespi Drive across the street from the Oceanview Senior Housing acquired and rehabilitated last year and across Highway 1 from San Pedro Beach, within less than 500 feet of the Pacific Ocean. The building was last renovated 13 years ago. Further repairs to the existing roof are not practical due to the extreme weather conditions experienced at the site. The Center provides daily congregate meals, meals on wheels, transportation, information and referral services, as well as social and educational activities for seniors. There are currently over 400 seniors using these services.

Discussion
|
The City applied for a 50% matching grant to completely replace the roof system. The estimated construction cost is $210,000 not counting construction management or contingency. The Agreement provides for the County to pay $105,000 or 50% of the actual construction cost, whichever is less.

The agreement has been approved by the County Counsel's Office as to form, and meets HUD regulations. Risk Management has reviewed and approved the contractor's insurance coverage.

Fiscal Impact
|
This project is included in the current Office of Housing Budget. The total County obligation under this Agreement is $105,000 or 50% of the actual construction cost, whichever is less. The funds are being provided by the CDBG Program. There are no General Funds used in this project.
