BOARD MEETING DATE:

December 18, 2001

TO:

Honorable Board of Supervisors

FROM:

Neil R. Cullen, Director of Public Works

SUBJECT:

Award of Contract - Loading Dock Modifications, County Office Building - 455 County Center (Project No. P5Z01).

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for Loading Dock Modifications at 455 County Center.

Previous Board Action

Adopted Resolution No. 64864 on October 23, 2001, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the above-mentioned project.

Discussion

On November 20, 2001, bids were accepted for the project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

Tinney Construction, Corporation,

575 Price Avenue, Ste. C

Redwood City, CA 94063

at $118,583 was the lowest base bid received. The Engineer's estimate was $105,000.00.

A summary of the bids received is as follows:

Contractors

Base Bid

1.

Tinney Construction, Corporation

$118,583

2.

Bridger Construction

$123,900

3.

Roebuck Construction

$158,244

4.

Golden Bay Construction

$159,750

5.

Gonsalves and Stronck Construction, Inc.

$175,541

6.

George Bianchi Construction, Inc.

$181,770

7.

KCK Builders

$183,700

The low bid is approximately 13% ($13,583) over the Engineer's Estimate of $105,000. However, we believe the bid is reasonable and are therefore recommending awarding the contract to Tinney Construction.

We have reviewed the contract documents and have determined the Affirmative Action Program and Equal Benefits Compliance Declaration submitted by Tinney Construction are in accordance with the current Affirmative Action Guidelines and the County Equal Benefits Ordinance.

Fiscal Impact

The total estimated construction cost of the project is $130,000, which includes a ten percent (10%) contingency. The contingency is used to pay the contractor for any unknown or unforeseen work that may be required after the work is begun.

Funds for this project were appropriated in the 2001-02 Capital Projects Budget and is being financed by the ACO and Solid Waste Fund. There is no impact to the General Fund.

A form of Resolution has been approved by the County Counsel.
