SUBJECT:

Reconstruction of Portions of Paloma, San Carlos, Escalona, Navarra, Ferdinand and San Juan Avenues - El Granada Area

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the reconstruction of the above referenced streets.

 

Previous Board Action

Held public hearings and adopted a resolution authorizing the Director of Public Works to design the above referenced improvements and to notify the property owners that it is the intent of this Board to complete plans and to levy assessments on said properties as previously noticed.

 

Key Facts

1.

The proposed project was initiated by a petition submitted by the property owners in the area requesting the formation of an assessment district for roadway and drainage improvements. The work is completed.

 

2.

We followed the provisions of the State Constitution (Proposition 218) pertaining to the levying of assessments to help finance these proposed improvements.

We are also following the provisions of Chapter 27 of the California Streets and Highways Code that provides for the levying of assessments after

Calling for bids for the work is the next step in the process to complete improvements petitioned for by the property owners.

 

Discussion

The proposed project will reconstruct the roadways and install a drainage system on the portions of the roads in El Granada as mentioned above and as shown on the attached map.

 

This project qualifies for a Categorical Exemption pursuant to the California Environmental Quality Act (CEQA), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines. The Planning Commission has also approved a Coastal Development Permit for the project (County File Number PLN 2001-00278).

 

Fiscal Impact

The total estimated cost of construction for the entire project is $1,626,000, which will be initially financed with Road Funds ($1,272,000) and Mitigation Fees ($354,000).

 

Property owners were notified that individual fixed assessments are also proposed to be levied in the amount of $189,587.04 which will be used to reimburse a portion of the County funds that are being used to finance this project. The assessments are proposed to be levied after the project is completed as provided by Chapter 27 of the Streets and Highways Code.

 

We have also notified property owners that they will be responsible for replacing driveway and other encroachments that may be removed to facilitate construction that are located behind the proposed back of valley gutter or sidewalk; and for the costs of relocating any sewer laterals that may interfere with construction as sewer laterals are also encroachments as defined by the Streets and Highways Code. These items were not included in the assessments as they are related to specific properties and are the responsibility of the individual property owner.

 

There is no impact to the General Fund.

 

Future Board Action - San Juan Avenue

San Juan Avenue within the project limits is currently not a County maintained road. It will be necessary to declare it as a maintained road prior to construction and to designate it as a one-way street due to the topography of the area. We will bring a report to your Board recommending that the road be declared a County highway and be designated as a one-way street at the same time your Board considers awarding a contract for the work.

 

A form of resolution has been approved by County Counsel.
