Recommendation

Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Second Amendment to the Agreement with Engineering Economics, Inc. for commissioning services related to the construction of the San Mateo County Health Center, Diagnostic and Treatment Building, increasing the not-to-exceed fee by $17,250 from $113,930 to $131,180.

Background

On August 7, 2000, the County entered into an agreement with Engineering Economics, Inc. to provide commissioning services for the Diagnostic and Treatment Building. Included in the services are consultation, testing of specified mechanical and electrical systems, review of mechanical and electrical construction documents, observation of construction progress, observation of contractor/vendor start-up or testing procedures, and documentation of results.

Discussion

|
The commissioning process began in August 2000. Due to the complexity of the project and the addition of the '54 Building remodel, it is now necessary to include additional commissioning work. The additional work will include testing and analyzing the revised control sequences for the five existing air handlers, to be retrofitted with new variable speed drives; taking sample air flow readings and chilled water flow measurements at various locations to identify actual flows; and preparing reports and communications as necessary relative to the work.

Fiscal Impact

Funds are available in the project account. The project is funded by the sale of Lease Revenue Bonds, 1994 Series A.
