Background |
San Mateo County General Hospital and Clinics are currently operated as a division of the Health Services Agency, along with the Divisions of Environmental Health, Mental Health, Public Health and Aging and Adult Services. |

Discussion |
Over the last three years, the County's subsidy of the hospital has increased dramatically. With a staff of almost 800 employees and a combined budget of $140 million, the Hospital and Clinics Division is larger than most of the County departments and agencies. The Hospitals and Clinics are distinguished by their regulatory and financial complexity. Their operation would be enhanced by their creation as a separate department. As health care has evolved over the last decade and hospitals have become part of larger organizations, they have reported to Chief Executive Officers. This ordinance would create the Department of Hospitals and Clinics and designate the Director of Hospitals and Clinics as a department head. |

Under the County Charter, department heads are specified to be unclassified positions. The amendment to the salary ordinance changes the classification of the Director of Hospitals and Clinics from classified status to unclassified status to conform with the County Charter and establishes the salary of the new department head. |

The fiscal impact would be minimal as no additional positions are created. |
