BOARD MEETING DATE:

TO:

Honorable Board of Supervisors

FROM:

Supervisor Jerry Hill and Supervisor Richard Gordon

SUBJECT:

Policy of the County of San Mateo on the Participation by Local Architects on County Projects

Recommendation

Adopt a resolution stating the policy of the County of San Mateo regarding participation by local architects on County projects.

Discussion

The American Institute of Architects (AIA) San Mateo County Chapter has communicated and met with us concerning the participation by local architects on County projects. There clearly are benefits to both the County and the local architect community if County projects are able to utilize the services of local architects. Currently the County practice is to advertise all requests for proposals for architects' services broadly throughout the County and Bay Area. Many County projects in the past have utilized San Mateo County architects. After discussions with the local AIA chapter, we believe that it would be appropriate to adopt a formal policy on local architect participation on County projects.

We recommend that the Board adopt the attached resolution which states that the County policy shall be as follows:

PARTICIPATION BY LOCAL SAN MATEO COUNTY ARCHITECTS

The County is interested in receiving proposals which include the participation of local San Mateo County architects in the design of this project. The County recognizes that participation of local San Mateo County architects can be particularly valuable in providing community knowledge and perspective. Proposals should identify whether a local San Mateo County architect is participating and detail the nature and extent of that participation. Participation of San Mateo County architects will be taken into consideration by the County in evaluating qualifications and proposals.

We have previously informed the AIA of our intent to make this recommendation to the Board.
