(1) Resolution (a) Authorizing Award of $10,000 for the Mary Elizabeth Griffin Annual Children's Award for the Advancement of the Interests of Children for 2002, (b) Directing the County Manager to Negotiate Amendments to the Agreement with the Peninsula Community Foundation, (c) Authorizing $25,000 for the Mary Elizabeth Griffin Annual Children's Award for Future Years, and (d) Authorizing the County Manager to Negotiate an Agreement with the Child Care Coordinating Council, or Another Appropriate Non-profit Organization, to Administer the Award Commencing in 2003.

 

(2) Approval of an Appropriation Transfer Request for Transfer of $25,000 from General Fund Non-Departmental Reserves to Fund the Award.

Recommendation

(1)

Adopt a resolution (a) authorizing award of $10,000 for the Mary Elizabeth Griffin Annual Children's Award for the advancement of the interests of children for 2002, (b) directing the County Manager to negotiate amendments to the agreement with the Peninsula Community Foundation, (c) authorizing $25,000 for the Mary Elizabeth Griffin Annual Children's Award for future years, and (d) authorizing the County Manager to negotiate an agreement with the Child Care Coordinating Council, or another appropriate non-profit organization, to administer the award commencing in 2003.

Approve an Appropriation Transfer Request for transfer of $25,000 from General Fund Non-Departmental Reserves to fund the award.

 

Discussion

On November 28, 2000, the Board established the "Mary Elizabeth Griffin Annual Children's Award," and subsequently entered into an agreement with the Peninsula Community Foundation to administer the award. The Board made an initial contribution of $10,000 to the Award Fund. The Fund has now grown to about $15,000.

 

The first award is scheduled to be given at the Recognition and Awards Program scheduled for February 27, 2002. It is recommended that the amount of this first annual award be $10,000. A resolution has been prepared which would authorize this amount for the award, and authorize the County Manager to negotiate and execute whatever amendments to the County's agreement with Peninsula Community Foundation may be necessary to release this amount. The County Manager would also negotiate an amendment to the agreement to provide for disposition of the remaining monies in the fund.

 

I am also recommending that the Board appropriate the amount of $25,000 for future awards, in the annual amount of $2,500, and that the County Manager be directed to negotiate and execute such agreements as are necessary with the Child Care Coordinating Council, or another appropriate non-profit organization, to implement the award in the future.

 

Fiscal Impact

The proposed action will result in a commitment of $25,000 from the County General Fund.
