SUBJECT:

Installation of a Mid-Block Pedestrian Signal on the Alameda de las Pulgas - West Menlo Park Area (Project No. R7J01-F36[324B])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the installation of a Mid-Block Pedestrian Signal on the Alameda de las Pulgas in the West Menlo Park area.

 

Previous Board Action

Adopted Resolution No. 64897 on November 20, 2001, adopting Plans and Specifications, determining prevailing wage scales and calling for sealed proposals for the above-mentioned project.

 

Discussion

On Tuesday, December 18, 2001, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

 

Pacific Electric Company

908 Fair Avenue

San Jose, CA 95122

 

at $96,785 was the lowest responsible bid received.

 

The Engineer's estimate was $102,000. A summary of the responsible bids received is as follows:

We also received bids from two other firms in the amounts stated below:

We have conferred with County Counsel and rejected the bids from these two bidders as both bids had irregularities and both bidders listed over 50% of the work as being subcontracted, which is not allowed by the contract documents.

 

We have reviewed the contract documents and have determined the Affirmative Action Program and Equal Benefits Compliance Declaration Form submitted by Pacific Electric Company are in accordance with the current Affirmative Action Guidelines and the County Equal Benefits Ordinance.

 

Fiscal Impact

The total estimated cost for construction is $106,000, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., per square foot for the reconstruction of concrete curbs, gutters and sidewalks, per linear foot for the installation of storm drain pipe, etc.). The contingency is used to pay the contractor for any additional material placed as the actual quantities will depend on field conditions encountered.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
