RESOLUTION CONFIRMING THE CREATION OF THE COMMISSION ON AGING, SPECIFYING THE RESPONSIBILITIES AND MEMBERSHIP THEREOF, AND STANDING RULES FOR ITS GOVERNANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, this Board of Supervisors has by Resolution No. 27086 created the San Mateo County Commission on Aging in 1969; and

WHEREAS, subsequent Resolutions modified the composition, and specifically Resolution No. 42938 modified the composition of the Commission to be consistent with Statutory mandates, including the Older Americans Act and the Older Californians Act; and

WHEREAS, this Board wishes to restate and clarify the membership, terms and appointment procedures for the Commission on Aging, which acts as the advisory board to this Board in its role as the Area Agency on Aging for San Mateo County.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

This board confirms the creation of the Commission on Aging, whose purpose is to serve as the Advisory Council to this Board in its role as Area Agency on Aging for San Mateo County, to assist the county in its implementation of the Older Americans Act and the Older Californians Act and other federal and state laws and regulations as appropriate, and to advocate and support senior services throughout the county.

Subject to the categorical membership requirements set forth herein, the members of the Commission shall be appointed by the Board of Supervisors. Members appointed by the Board of Supervisors shall serve terms of three years, which shall begin and end on July 1. Upon the conclusion of a term, a member may be reappointed subject to a maximum of twelve years of full terms. The twelve year limit does not include partial terms to which members may be appointed at the beginning of their service, or partial terms caused by delay in appointing a replacement at the end of their service.

The membership shall be include a total of 21 members, which shall be composed of a least 60% who are aged 60 or older. Representatives shall reflect the geographic, racial, ethnic, economic and social complexion of the County. The total composition must include at least one member who represents interests of the disabled. Service providers must be represented. Any individual elected to be a "Senior Legislator" for participation in the California Senior Legislature Program and who is not a member of the Commission on Aging, shall become a non-voting member of the Commission automatically with the election as a Senior Legislator, and shall serve until the term as Senior Legislator expires.

 

4.

The Commission will comply with all standing rules for county boards, commissions and advisory committees that are established by the Board of Supervisors.

 

5.

The Commission shall be staffed by the County Health Services Agency.

 

6.

In the event of conflict this Resolution shall supercede prior resolutions regarding the San Mateo County Commission on Aging.
