RESOLUTION CREATING THE SAN MATEO COUNTY YOUTH COMMISSION, SPECIFYING THE RESPONSIBILITIES AND MEMBERSHIP THEREOF, AND STANDING RULES FOR ITS GOVERNANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has previously created the San Mateo Youth Commission by the adoption of Resolutions Nos. 57588 (September 21, 1993) and 59606 (August 22, 1995), and

 

WHEREAS, this Board of Supervisors continues to desire that the board and other county departments be advised on the needs and concerns of the county's youth, and

 

WHEREAS, the Board of Supervisors finds that it continues to be in the best interest of the County of San Mateo to establish and support a County Youth Commission, and

 

WHEREAS, the Board of Supervisors encourages members of the Youth Commission to participate actively in other county boards and commissions, and

 

WHEREAS, the Board of Supervisors has endorsed the "40 Developmental Asset" approach to youth development, which promotes the 40 essential building blocks that children and youth need as a foundation for growing up to be successful and productive citizens, and which approach research has shown to have a positive impact on the lives of our youth, and

 

WHEREAS, the "40 Developmental Asset" approach is embodied in the functioning of the Youth Commission, and

 

WHEREAS the Board of Supervisors accepted the Adolescent Report in May 2001 and its two main recommendations that our community must increase the amount of sustained adult/child interactions, and that youth must be treated as equals and involved as joint decision makers in activities and programs that affect them, and

 

WHEREAS, the Board of Supervisors has adopted a Youth Development Initiative to help realize these recommendations and to show that the county is committed to acknowledging, incorporating and developing youth as a valuable community asset, and

 

WHEREAS, the Board of Supervisors wishes to revise the membership requirements of the Youth Commission and to specify the responsibilities and membership thereof, and standing rules for its governance.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED

 

1.

There is hereby created the San Mateo Youth Commission, whose purpose is to advise the Board of Supervisors and county departments, to participate in other county boards, commissions and advisory committees, as appropriate, and to train and support the youth commissioners serving on other county boards, commissions and advisory committees.

Membership on the Commission shall consist of representatives from public and private high schools in the county. Each Supervisor shall appoint students from high schools and in his or her district based on applications filed with the community based organization designated by the Board for this purpose, or if no such organization has been designated, with the Clerk of the Board of Supervisors.

 

3.

It shall be a goal that the Commission shall consist of two students from each high school in the county, but compliance with this goal shall be at the discretion of the appointing Board member. The number of Commissioners shall be no greater than would be appointed using the goal stated herein.

 

4.

Terms of Youth Commissioners shall begin on July 1 of the year in which they are appointed except in the year 2002, when initial appointments are being made in January. A member may serve from appointment until his or her graduation from high school.

 

5.

The Youth Commission will comply with all standing rules for county boards, commissions and advisory committees that are established by the Board of Supervisors, with the exception that the members of the Youth Commission are not subject to the requirement of complying with the disclosure requirements of the Political Reform Act of 1974 or the completion of necessary documents in connection therewith.

 

6.

The Youth Commission shall be staffed by the Board of Supervisors and any community based organization designated by the Board for this purpose.

 

7.

Members of the Youth Commission may be assigned by the Chair of the Board of Supervisors to act as members of other county boards, commissions and advisory committees, as appropriate, based on the recommendation of any community based organization designated by the Board of Supervisors for this purpose.

 

8.

The Board of Supervisors may, from time to time, appropriate funds for the operation and administration of the Youth Commission.
