RESOLUTION CREATING THE DRUG AND ALCOHOL ADVISORY BOARD, SPECIFYING THE RESPONSIBILITIES AND MEMBERSHIP THEREOF, AND STANDING RULES FOR ITS GOVERNANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS this Board of Supervisors wishes to create a Drug and Alcohol Advisory Board, whose purpose is to advise this Board of Supervisors and the Human Services Agency on matters relating to drug and alcohol treatment and prevention.

 

WHEREAS, the creation of the board is authorized by Health & Safety Code §§11805, 11964, and 11998.1.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED

 

1.

There is hereby created the Drug and Alcohol Advisory Board, whose purpose is to advise this Board of Supervisors and the Human Services Agency on matters relating to drug and alcohol treatment and prevention, to participate in the planning process for the County Alcohol and Drug Program plan and budget, and to review the five-year master plan to eliminate drug and alcohol abuse developed by the county alcohol and drug program administrator.

   

2.

The members of the Board shall be appointed by the Board of Supervisors. Members appointed by the Board of Supervisors shall serve terms of four years, which shall begin and end on January 1. Upon the conclusion of a term, a member may be reappointed subject to a maximum of twelve years of full terms.

   

3.

The membership shall be representative of the county's population and geographically balanced. It shall include a total of eleven voting members, and consistent with the goals set forth in H&S §11998.1, membership should includes representatives of the following:

   

(A)

Law enforcement, which may include work in the criminal justice field or the probation department.

   

(B)

Education.

   

(C)

The treatment and recovery community, including a representative with expertise in AIDS treatment services.

   

(D)

The Judiciary.

   

(E)

Two students, each of whom is a member of the Youth Commission.

   

(F)

Parents.

   

(G)

Private industry.

   

(H)

Two representatives of other community organizations involved in drug and alcohol services, one of whom shall have experience in prevention, and the other of whom shall have experience in treatment, and

   

(I)

A representative of organized labor responsible for the provision of Employee Assistance Program services.

   

4.

The Board will comply with all standing rules for county boards, commissions and advisory committees that are established by the Board of Supervisors.

   

5.

The requirement of an annual work plan may be met by reviewing and submitting input into the Human Services Agency's Drug and Alcohol plan, as long as said plan is submitted to this board for its review and approval.

   

6.

The Board shall be staffed by the Drug and Alcohol Program in the Human Services Agency.
