AN ORDINANCE CREATING THE DEPARTMENT OF HOSPITALS AND CLINICS

 

The Board of Supervisors of the County of San Mateo, State of California, ordains as follows:

 

SECTION 1. Section 2.04.020 is hereby amended to read as follows:

 
 

Section 2.04.020 County Departments.

 
 

The departments of the County are hereby declared to be as follows:

Five departments, one for each Office of Supervisor

 

SECTION 2. There is hereby created Chapter 2.63 of the San Mateo County Ordinance Code entitled Health Services Agency and Sections 2.64.010, 2.64.110, 2.64.120 and 2.64.300 shall be contained therein renumbered to be 2.63.010, 2.63.030, 2.63.040 and 2.63.050, respectively.

SECTION 3. Sections 2.64.020 of the San Mateo Ordinance Code shall be deleted and Section 2.63.020 shall be added to read as follows:

   
 

Section 2.63.020 Duties of Director of Health Services.

   
 

The Director of Health Services shall be charged with the enforcement of all County ordinances and State laws and applicable State regulations and shall administer all programs pertaining to emergency medical services, environmental health services, mental health, sanitation, public health and aging and adult services. The Director shall also formulate policies and procedures for the administration of the various health programs and services rendered by the Agency. The Director shall also supervise and control the issuance of any permits required under County ordinance or State laws relating to health and sanitation programs rendered by the Agency. In the absence of the Director of Aging and Adult Care, the Director shall serve as the Public Guardian and shall have all the authority of the Public Guardian.

 

SECTION 4. Section 2.63.060 is hereby added to the San Mateo Ordinance Code to read as follows:

 
 

The Director of Health Services shall be responsible for application of Ordinance Code Sections 2.64.030 through 2.64.090 inclusive with respect to the programs and services rendered by the Health Services Agency.

 

SECTION 5. Chapter 2.64 of the San Mateo County Ordinance Code shall be amended to be entitled Department of Hospitals and Clinics, with sections 2.64.030 through 2.64.100 inclusive and sections 2.64.140 through 2.64.290 inclusive remaining therein, each amended to substitute as follows:

 
 

1. "Hospitals and Clinics" for "Health Services" or "Health"

 

2. "Department" for "Agency"

 

SECTION 6. New section 2.64.010 shall be added to the San Mateo County Ordinance Code to read as follows:

 
 

Section 2.64.010. Department of Hospitals and Clinics.

 
 

There is hereby created a Department of Hospitals and Clinics under the management of the Director of Hospitals and Clinics. San Mateo County General Hospital and any clinics established and operated by the County are under the management of the Director of Hospitals and Clinics. It is the duty of the Director of Hospitals and Clinics to formulate policies and procedures and enforce all rules and regulations relative to the operation of said institutions.

 

SECTION 7. Section 2.64.130 of the San Mateo County Ordinance Code shall be deleted.

 

SECTION 8. This ordinance shall take effect 30 days after its adoption.
