Recommendation |
Adopt a resolution authorizing execution of an agreement with Senior Coastsiders and the Coastside Adult Day Health Center to assist in land acquisition for the development of the Coastside Senior Center, in an amount not to exceed $300,000. |

Background |
In April 2000 as part of the FY 00-01 CDBG Action Plan, the Board of Supervisors approved the pre-commitment of $300,000 from the subsequent year's CDBG program to jointly assist Senior Coastsiders and the Coastside Adult Day Health Center with acquisition of real property to develop a senior center structure. In April 2001, the amount of $300,000 was ratified in the FY 01-02 CDBG Action Plan by the Board. |

Discussion |
Due to circumstances requiring the consummation of purchase before the availability of FY 01-02 CDBG financing, Senior Coastsiders and the Coastside Adult Day Health Center jointly acquired property located at Main and Arnold Way, Half Moon Bay, in April 2001 on the expectation of their being reimbursed. This would free funds to assist in the actual development of the senior center. Mid-Peninsula Housing Coalition (MPHC) has been contracted to actually develop the senior center. MPHC is also developing a 64-unit senior housing structure adjacent to the senior center. |

In keeping with County CDBG policy, the subject funding is structured as a loan, in this case, a 30-year deferred payment loan at 3% simple interest secured by a note and deed of trust. |

The resolution and agreement have been approved by the County Counsel's Office as to form, and meets HUD regulations. Risk Management has reviewed and approved the contractor's insurance coverage. |

Fiscal Impact |
This project was included in the County's One-Year Action Plan for Housing & Community Development for FY 01-02. The total County obligation under this Agreement is $300,000, provided by the CDBG Program. There are no General Funds used in this project. |
