Permit Agreement with La Honda Fire Brigade, Inc. for a Public Safety Communication Site, (Lease No. 1245)

 

Recommendation
Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Communication Site Permit Agreement with La Honda Fire Brigade, Inc. for the operation of a Public Safety Communication Facility.

 

Background
The Emergency Services Counsel Joint Powers Authority (ESA/JPA) has 21 members representing the County one from in each city in the County. In 1973 the JPA established a radio microwave system to support rapid and coordinated communications between all Public Safety agencies in the County.

 

In 1998 the ESA/JPA authorized and funded replacement of the system with a new, more comprehensive and expansive system. The new system includes a number of new microwave and radio broadcast sites as part of the improved design of the replacement system. One of the new sites is located on property owned by La Honda Fire Brigade, Inc. and located in La Honda. A permit agreement has been negotiated for the establishment of a public safety communication facility on property owned by the Fire Brigade.

 

Discussion
The negotiated agreement presented for your consideration is summarized as follows:

   

1.

The term is for ten (10) years commencing upon execution of the agreement by your Board. The County has an option to extend the term for an additional period of ten (10) years.

2.

The premises include approximately 100 square feet of unimproved land for the installation of a communication shelter, adjoining space for the installation of a tower and antennae together with additional areas for cable connections and access.

3.

In consideration for use of the property, the County will provide mobile and portable radios for Fire Brigade use. The County will also provide space in the shelter for communication equipment owned by the Fire Brigade

4.

The County will provide and pay for electrical power for the communication shelter.

5.

There is a mutual hold harmless provision in the agreement.

 

County Counsel has reviewed and approved the agreement and resolution

 

Vision Alignment
The lease agreement keeps the commitment of responsive, effective and collaborative government and goal number 22: County and legal governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The agreement contributes to this commitment and goal since it establishes a working agreement with benefits to both the County of San Mateo and the La Honda Fire Brigade while furthering public safety.

 

Fiscal Impact
In January 1999 the JPA approved funding for the project with each individual agency formally committing to their share at the JPA 1999 meeting. The La Honda site is included in the overall project costs.
