Salary Ordinance Amendment

Recommendation

Adopt an ordinance amending the salary ordinance.

 

Summary

The salary ordinance changes herein represent:

     

a)

 

Deleting one Health Services Facility Manager( Unclassified) position in Hospital and Clinics; and

b)

 

Adding one Facility Services Manager( Unclassified) position in Public Works.

     

The proposed actions have been approved by the County Manager's Office.

 

The reclassification actions represent a monthly salary and benefit savings of $1,508 or an annual savings of $18,100.

 

This amendment has been reviewed by the County Counsel's Office.

 

Discussion

Currently, facilities management of the Hospital and Clinics and of the Health Services Agency buildings is administered by Hospital and Clinics staff. In January, your Board created the Department of Hospital and Clinics, separate from the Health Services Agency. In support of that decision, this recommendation transfers management of the various buildings which house the operations of Hospital and Clinics and of the Health Services Agency to Public Works. The Housekeeping Unit will continue to be managed by Hospital and Clinics.

 

This action eliminates a senior manager position in Hospital and Clinics and creates a new position in Public Works that is aligned with the management structure in Public Works. Another action to transfer of the Health Services facilities staff and responsibility for maintenance of the facilities will be prepared and brought to your Board during the annual budget hearings. Until then, Public Works will manage the facilities maintenance unit by administrative direction.

 

Vision Alignment

This salary ordinance amendment keeps the commitment of ensuring basic health and safety for all and Goal Number 5: Residents have access to health care and preventive care. The salary ordinance amendment coupled with the transfer of the Facilities Maintenance function to Public Works will provide cost savings as vendor contracts for services to the Hospital and Clinics can be combined with like services for the other County facilities, and will allow Hospital and Clinics' resources to focus on direct patient care.

 

Fiscal Impact

This action will result in a reduction of spending in County government. Charges for actual hours worked will be transferred back to Hospital and Clinics and Health Services by Public Works in their standard charging system.
