Recommendation |
Adopt a resolution authorizing the President of the Board of Supervisors to execute thirty-six month agreements with: 1) Allen/Loeb Associates; 2) Project Ninety, Inc.; and 3) Service League of San Mateo County for the provision of CSAT funded substance abuse treatment for homeless persons at shelters in the County of San Mateo, and project evaluation. |

Background |
On December 18, 2001 the Board of Supervisors adopted a resolution accepting a thirty-six month federal grant funded through CSAT for the provision of substance abuse treatment for the homeless. The thirty-six month grant in the amount of $1,734,060 is for the period 9/30/01 through 9/29/04. The resolution also waived the Request for Proposal (RFP) process for contracted services, as specific service providers were identified in the grant proposal. An Appropriation Transfer Request (ATR) to add grant funding to the Alcohol and Other Drug Services (AOD) budget for FY 2001-02 will be submitted separately. |

Discussion |
Alcohol and Other Drug Services will collaborate with P-90, Service League, the Office of Housing, and the homeless shelters operated by Clara-Mateo Alliance (Shelter Network and Samaritan House) to provide a spectrum of substance abuse treatment services to persons at the Maple Street, Safe Harbor, and Clara Mateo homeless shelters. These agencies have demonstrated ability to provide services to the homeless population and have committed to participate in the project. |

Currently there are no substance abuse treatment services available in the shelters, and those in need of treatment must be referred to outside agencies. Through this grant, substance abuse treatment will be available to individuals at the three shelters identified above. Individuals at the shelters will receive a formal assessment, case management, substance abuse treatment, and referral to other related services. At the same time, substance abuse treatment services will be linked with shelter services and the Office of Housing to provide access to transitional or permanent housing. Through the agreements with P-90 and Service League, two trained substance abuse counselors will be placed at each of the three shelter sites. The counselors will provide assessment, case management, and individual group substance abuse treatment to a total of 240 homeless men and women per year. Additionally, these agreements with P-90 and Service League include dedicated residential treatment beds that will serve fourteen men and women annually, and will provide housing to enable four working homeless men to receive treatment without sacrificing their employment. Shelter administrative costs related to the grant will be addressed through a Memorandum of Understanding with the Office of Housing. |

Evaluation of the thirty-six month project will be conducted by Allen/Loeb Associates to assess treatment effectiveness through the use of the Addiction Severity Index (ASI), urinalysis results, client retention data, California Alcohol and Drug Data System (CADDS), and the Government Programs Reporting Act (GPRA) tool. |

These thirty-six month agreements keep the commitment of realizing the potential of our county's vulnerable population and goal number 8: Help vulnerable people achieve a better quality of life. These agreements contribute to this commitment and goal by providing alcohol and drug treatment services to homeless individuals in San Mateo County. |

Fiscal Impact |
The total contracted obligation of the three thirty-six month agreements is $1,141,500, of this total the allocations are as follows: 1) P-90, $567,000 for treatment services; 2) Service League, $423,000 for treatment services; 3) Allen/Loeb, $151,500 for project evaluation. The terms of the agreements are from September 30, 2001 through September 29, 2004. There is no required County match, and no Net County Costs associated with these agreements. |
