APPROVAL OF AN AGREEMENT WITH JESKELL, INC. FOR IBM SERVERS AND SUPPORT AND APPROVE AN APPROPRIATION TRANSFER REQUEST

 

Recommendation

1.

Adopt a resolution authorizing execution of an agreement with Jeskell, Inc., for the acquisition of hardware and software, and professional services to support the SMART and VACS systems with the total amount of the agreement not to exceed $180,000. The term of this agreement is from 02/01/02 to 12/31/02.

 

2.

Approve an Appropriation Transfer Request (ATR) transferring $55,000 from Fixed Assets to Services and Supplies.

 

Background

The Human Services Agency uses the SMART system to support case management and VACS, a system for collecting welfare overpayments. These systems are housed on servers that have become obsolete and are no longer supported by IBM.

 

Discussion

The contract with Jeskell, Inc. provides for the acquisition of the three new servers and the hardware, software, and professional services necessary to install and support them. This will enable us to provide redundancy and stability to these systems, thereby ensuring continued service delivery.

 

Visioning Alignment

The contract with Jeskell, Inc. keeps the commitment of responsive, effective, collaborative government and goal number 21: County employees understand, support and integrate the County vision and goals into the delivery of services. The contract contributes to this commitment and goal since Jeskell, Inc. will assist the Human Services Agency (HSA) in upgrading information systems that support client case management and assistance payment data that is reviewed for case planning, quality assurance and program management purposes. Client case information and quality assurance data that demonstrate HSA's success in contributing to the County vision and goals are distributed to HSA staff and to the Agency's community partners for use in collaborative service delivery, and program and budget planning.

 

Fiscal Impact

Of the $180,000 in this agreement, $125,000 is for hardware purchases and $55,000 is for services and supplies. The cost of this agreement is included in the budget under Fixed Assets. However, $55,000 will be transferred to Services and Supplies to cover the installation and professional services component of the agreement. There is no impact to the Agency's budgeted Net County Cost.
