First Amendment to the Agreement with Allen/Loeb Associates

 

Recommendation

Adopt a resolution authorizing execution of a first amendment to the agreement with Allen/Loeb Associates for evaluation and related services for grant-funded post-incarceration alcohol and drug treatment expansion for the period October 1, 1999 through September 30, 2002.

 

Background

In 1999, the Human Services Agency Alcohol and Drug Services received a three-year grant from the Department of Health and Human Services (DHHS) Center for Substance Abuse Treatment (CSAT) to provide alcohol and drug assessment, referral, case management and treatment services to inmates being released from the County Jail. Evaluation of the three-year project, a component of the program design, is required by and funded through the grant. Through a three-year contract, Allen/Loeb Associates is responsible for conducting both process and outcome evaluation of the project, interpreting the quantitative data and preparing quarterly evaluation reports required by the grantor. In addition, the Contractor conducts training of project staff in the use of data collection forms and instruments and related tasks. Evaluation of the three-year project will assess treatment effectiveness and treatment efficiency through use of the Addiction Severity Index (ASI), urinalysis results, client retention data, and CSAT's Government Performance and Results Act (GPRA) measure.

 

Discussion

The Contractor requested $1,000 in additional funding in order to cover the cost of the Statistical Package for Social Science (SPSS) software to facilitate statistical reporting for the GPRA. SPSS is the software utilized by CSAT's evaluators.

 

This amendment and resolution have been reviewed and approved as to form by the County Counsel's office.

 

Vision Alignment

The agreement with Allen/Loeb Associates keeps the commitment of realizing the potential of our county's vulnerable population and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. This agreement contributes to this commitment by providing evaluation of alcohol and drug treatment services provided to individuals released from incarceration in County Jail.

 

Fiscal Impact

This amendment adds $1,000, increasing the total contract obligation for the three-year period to $153,000. Resources for this purchase are available from an increase in budgeted indirect costs allowed for the third year of the grant. These funds are included in the FY 2001-02 Alcohol and Drug Services budget. The entire contract obligation is funded by the federal grant. There is no Net County Cost.
