First Amendment to the Agreement with Family and Community Enrichment Services, Inc. for Alcohol and Drug Treatment Services for the One-year Period July 1, 2001 through June 30, 2002

 

Recommendation

Adopt a resolution authorizing the execution of a first amendment to the agreement with Family and Community Enrichment Services, Inc. (FACES) for the one-year period July 1, 2001 through June 30, 2002.

 

Background

The agreement with FACES contains CalWORKs Women's Day Treatment services, provided at FACES's "Women's Enrichment Center," and Drop-Off Center services for public inebriates and individuals apprehended while driving under the influence (DUI) at the "First Chance North" program. In FY 2000-01 the Board of Supervisors approved a one-year agreement with FACES to provide the intensive CalWORKs services as the result of a Request for Proposal (RFP) process.

 

FACES provides its intensive day treatment services to women receiving CalWORKs assistance and who are referred to the program by the Family Self Sufficiency Teams. The target population includes women with co-occurring mental health and substance abuse issues. FACES works collaboratively with the project's Multidisciplinary Steering Committee, which includes representatives from the Human Services Agency and Mental Health Services.

 

Discussion

Women participating in the program receive eight (8) weeks of intensive day treatment services followed by aftercare support services. Other supportive services such as assistance with transportation to and from the program and childcare during participation in program activities are made available to participants. Aftercare support services are provided to all women who complete the program. FACES, in collaboration with the Multidisciplinary Steering Committee, determined that because these clients have many complex issues to address, clients completing the intensive day treatment program need additional aftercare support services.

 

The amendment and resolution have been reviewed and approved as to form by the County Counsel's office.

 

Vision Alignment

The agreement with FACES keeps the commitment of realizing the potential of our county's vulnerable population and goal number 8: Help vulnerable people achieve a better quality of life. This agreement contributes to this commitment by providing alcohol and drug treatment services to women receiving CalWORKs services who have co-occurring mental health and substance abuse issues.

 

Fiscal Impact

The term of this one-year agreement is from July 1, 2001 through June 30, 2002. The first amendment adds $35,000 to the CalWORKs Women's Day Treatment service component to support additional aftercare services. The new contract amount for CalWORKs services is $420,000. The total contract amount for all services increases from $560,049 to $595,049. The entire increase is from CalWORKs incentives funds included in the Human Services Agency budget for FY 2001-02.
