Annexation of Territory to the Fair Oaks Sewer Maintenance District - Lands of Brett - Redwood City Area

Recommendation

Adopt a Resolution of Intention setting a time and place for a public hearing to consider the proposed annexation of the Lands of Brett.

 

Previous Board Action

Entered into an agreement with the City of Redwood City which provides for the sanitary sewer treatment, capacity rights and services for properties in the Fair Oaks Sewer Maintenance District (District).

 

Key Facts

1.

The Redwood City/District Agreement requires the City to approve annexations of property within the City into the District. The City of Redwood City has consented to the proposed annexation.

 

2.

A public hearing to consider an annexation to the District is required pursuant to Section 5820 et seq. of the Streets and Highway code.

 

Discussion

David C. Brett, owner of the property within Redwood City at 1711 East Bayshore Road and identified by Assessor's Parcel Numbers 054-030-190/230/250, has requested that his property be annexed to the District for the purpose of receiving sewer service.

 

We will post the required notices if your Board approves the resolution.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Vision Commitments to "Ensure Basic Health and Safety for All" and to be a "Responsive, Effective and Collaborative Government;" and Goal Number 7, "Maintain and Enhance the Public Safety for All Residents and Visitors," as proceeding with the annexation hearing is the first step to provide effective sanitary sewer service to a structure that would otherwise require the construction of a parallel sewer main to serve this single parcel.

 

Fiscal Impact

The property owner has paid or will pay all required fees for the parcel as follows:

Annexation Processing Fee: $400

·

The District Connection Fees: $2,863

·

The State Board of Equalization's Recording and Mapping Fee: $350

·

Sewer Inspection Permit Fee: $50

·

Redwood City's Wastewater Capacity Fee: $1,666

·

Redwood City's Sewer Facilities Fee: $2,400

 

The property owner will be subject to the annual sewer service charge in the District (currently $188 per year).

 

There is no impact on the County General Fund.
