SUBJECT:

Lease of a portion of the building at 150 W. 20th Avenue, San Mateo for the use of Family Health Services and Mental Health Services.

 

Recommendation
Adopt a Resolution authorizing the Board President to execute a Lease Agreement for a portion of the building at 150 W. 20th Avenue, San Mateo, and authorizing the Assistant County Manager to execute options, notices and amendments associated with the Lease.

 

Background
Family Health Services and Mental Health Services currently maintain a collaborative operation at the former Crystal Springs Rehabilitation Center. Programs include Child Welfare, Family Partnership and Pre-To-Three programs. The facility is obsolete, and would require extensive capital improvement, including roof repair, in order to maintain a safe work environment.

 

In addition, a Mental Health Services program that provides services to children, currently located at 32 W. 25th Avenue, will relocate to the W. 20th Avenue premises. The County lease at W. 25th Avenue, one of two at that location, will expire March 31, 2002. The other lease at that 25th Avenue has been extended on a month-to-month basis for the continued use of the WIC Program that currently occupies the site.

 

Discussion
The proposed location will provide a safe and ADA compliant site for relocation of the operations from Crystal Springs Rehab Center, and consolidation of the 25th Avenue operation will result in rent savings and increased operational efficiency. Under the option to expand contained in the Lease, an adjacent space of approximately 6,530 square feet may become available as soon as October 2002. Incorporating the expansion space into the Premises would allow Health Services to add to the 20th Avenue consolidation the WIC Program that currently occupies a suite at 32 W. 25th Avenue. Health may explore consolidation of other programs into the expansion space in order to achieve additional cost savings.

 

The relocation also facilitates the potential future demolition of the obsolete Crystal Springs Rehabilitation Center, which is anticipated as part of the long-term plan for utilization of the Tower Road property. The condition of the CSRC structure makes repairing the facility impractical, and initial review indicates that demolition and use of the site for other County needs would be more economical.

 

The Director of Health Services concurs with this recommendation.

 

Vision Alignment
The proposed Lease Agreement keeps the commitment of Ensuring Basic Health and Safety For All and goal number 8. Help Vulnerable People - the aged, disabled, mentally ill, at-risk youth and others- achieve a better quality of life. The relocation of staff and services will improve convenience and provide a safe workplace for staff, a supportive environment to those receiving public health and mental health services, and an accessible public facility.

 

Fiscal Impact
Rent will not commence for the new location until fiscal year 2002/2003. Funding for the site will be included in the budget proposed for the coming fiscal year.
