Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· splitting three full time positions into six half time positions

· changing one unclassified position to classified status

· reclassifying one position

· deleting one position, and

· changing salary rates for the elected department heads.

These actions were approved by the County Manager's Office.

The reclassification action represents a monthly salary and benefit cost of $744 or an annual cost of $8928.

ORGANIZATION 66000 SAN MATEO COUNTY HEALTH CENTER

Action:

Split: Three full time positions of F016, Staff Nurse

Biweekly Salary: $2276.80 - 2692.00

Approximate Monthly Salary: $4933 - 5833

Into: Six half time positions

Same salary rate

Explanation:

This is the conversion of three full time positions of Staff Nurse in the Hospital Intensive Care unit to six half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in providing support to patients. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by three.

ORGANIZATION 68500 COMMUNITY HEALTH CLINICS

Action:

Delete: One position of B170, Supervising Physician - unclassified

Biweekly Salary: $4296.80 - 5080.00

Approximate Monthly Salary: $9311 - 11,008

Explanation:

This is the elimination of one position from the Clinics. This position was funded for half the fiscal year pending the take over of the East Palo Alto Clinic by the 330 Grant. This action will now eliminate the position. This action represents a monthly salary and benefits savings of $14,310 based on filling the position at the top step in the range. The action decreases the total number of authorized positions by one.

Action A:

Convert: One position of B143S, Employment Services Specialist series - unclassified

Biweekly Salary: $1451.20 - 2049.60

Approximate Monthly Salary: $3145 - 4441

To: Classified status

Same salary range

Explanation:

This is the conversion of one unclassified position to classified status. This position was originally expected to be of limited duration for project work in the GAIN program. Since implementation, however, the position has been integrated into the overall delivery structure and provides ongoing expertise for clients and employees serving the needs of clients. As the position is anticipated to fill an ongoing need it is appropriate to convert the position to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Reclassify: One position of G231S, Human Services Analyst series

Biweekly Salary: $1823.20 - 2279.20

Approximate Monthly Salary: $3951 - 4939

To: One position of G232 Human Services Supervisor

Biweekly Salary: $2034.40 - 2543.20

Approximate Monthly Salary: $4408 - 5511

Explanation:

This is the upward reclassification of one vacant Human Services Analyst I-II position to the classification of Human Services Supervisor. This action is necessitated by the integration of staff in various components of the Tobacco Prevention Program into a single working unit. The addition of four new line level positions to the unit justifies the addition of the supervisory position to provide oversight and supervision for staff. This action represents a monthly salary and benefits increase of $744 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Explanation:

Each year a Board of Supervisors subcommittee reviews the salary rates for the elected department heads and makes salary recommendation adjustments based on the salaries paid for similar work in the adjoining counties. Based on that review the subcommittee has recommended the above adjustments. The increase is to be effective on December 23, 2001 so that it is received with the first paycheck in calendar year 2002. This action results in no change to the total number of authorized positions.
