Palomar Park Resurfacing Project - San Carlos Area (County Project No. R7V00 - F36 [359])

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the Resurfacing of Various Roads within Palomar Park.

 

Previous Board Action

1.

Adopted minimum road standards and a priority list to be used in recommending road resurfacing projects to your Board for the Palomar Park Area.

   

2.

Authorized the Director of Public Works to proceed with the preparation of plans and specifications for resurfacing type projects on various County roads.

 

Key Facts

The County maintained portions of Clifford Avenue, Palomar Drive, Bromley Drive, Cortez Road, Estrada Place, Los Cerros Road and Loma Road are on the priority list of roads to be resurfaced in Palomar Park.

 

Discussion

The proposed project, totaling approximately 0.45 miles in length, consists of the repair of failed pavement areas, the installation of pavement reinforcing fabric, the installation of asphalt berms where needed to control drainage, and the resurfacing of the roadways with asphalt concrete. The roads to be resurfaced as described above are shown on the attached map.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "Ensure Basic Health and Safety for All" and Goal Number 7 "Maintain and Enhance the Public Safety of All Residents and Visitors," as it improves the condition of these roads for the public's safety.

 

Fiscal Impact

The estimated cost of construction is $108,000, which is proposed to be financed with Road Funds. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
