Execution of an amendment to an agreement with Bipin Bedi

Recommendation

1.

Adopt a resolution executing an amendment that increases the amount and extends the term of the agreement with Bipin Bedi in an amount not to exceed $128,000, and modifies the description of services to be provided by Bipin Bedi.

   

2.

Waive the Request for Proposal Process.

 

Background

Mr. Bedi entered into a contract to provide programming support for various Criminal Justice Information Systems (CJIS) projects for ISD services. He has been found to be a very productive individual over the past 6 months and he and ISD are desirous of continuing the relationship. The need for continuing CJIS programming support is still evident and the CJIS departments have noted in the budget meetings to date that their will be a continuing need for further development of the product. His initial contract was structured at a relatively low rate, as there were some internal questions as to his productivity.

 

Discussion

CJIS holds the integrated justice activities of the Sheriff, Courts and District Attorney and, as such, is one of the few such integrated justice software packages in use in this country. The development and maintenance of such a product requires a great amount of technical skill. Mr. Bedi has shown himself to be a very competent performer, is familiar with the peculiarities of CJIS as implemented in this County and quickly picks up new skills as needed. CJIS has a number of funded enhancement projects, particularly the Automated Warrant Project, that Mr. Bedi is currently working on and he is also involved with the ongoing maintenance changes to the system. Therefore, it is the best interest of the County to waive the Request For Proposal process based upon Mr. Bedi's high level of technical skill, which is required on the CJIS project and because he has shown a proclivity for very productive work on this integrated justice system.

 

Vision Alignment

Extending the contract with Bipin Bedi keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because Bipin Bedi is assisting in the Criminal Justice Information Services projects which facilitate effective communication and collaboration between County departments.

 

Fiscal Impact

There is no impact to Net County Costs. There are sufficient funds for the work that has been assigned to Mr. Bedi for the balance of this fiscal year. The preliminary meetings regarding budgets for next fiscal year (02-03) indicate that there will be more than sufficient funding for the work that will be assigned to him during the next fiscal year.
