Annexation to the Fair Oaks Sewer Maintenance District (FOSMD) - Lands of Forcari - Woodside Area

 

Recommendation

Adopt a resolution setting a time and place for a public hearing to consider the annexation of the Lands of Forcari to the Fair Oaks Sewer Maintenance District (District).

 

Previous Board Action

Entered into an agreement (Agreement) with the Town of Woodside to provide for the transport and the treatment of sewage from the Town's Redwood Creek Main Trunk and Glens Collection System Assessment District.

 

Key Facts

1.

The Agreement provides for additional property to be served by the District and requires the Town of Woodside to approve annexations of property in the Town into the District.

 

2.

The property to be annexed is within the Assessment District, but is not within the current boundaries of the Fair Oaks Sewer Maintenance District (District).

 

3.

The Town has consented to the proposed annexation.

 

4.

A public hearing to consider an annexation to the District is required pursuant to Section 5838 et. seq. of the Streets and Highway Code.

 

Discussion

Mr. and Mrs. Peter P. Forcari, whose property is at 265 Ridgeway Road and identified by Assessor's Parcel Number 069-360-330, have requested their property be annexed to the District for the purpose of receiving sewer services. The Town of Woodside has adopted Resolution No. 2002-6317 consenting to the proposed annexation.

 

We will post the required notices if your Board approves the resolution.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Vision Commitments to "Ensure Basic Health and Safety for All" and to be a "Responsive, Effective and Collaborative Government;" and Goal Number 7, "Maintain and Enhance the Public Safety for All Residents and Visitors," as proceeding with the annexation hearing can result in providing effective sanitary sewer service to a parcel in a suburban area, which would otherwise use an "on site" methods to handle wastewater and which could have an impact on neighboring residents.

 

Fiscal Impact

The property owners have paid all required fees as follows:

The property owners will also be subject to the annual District sewer service charge which is currently $188.

 

There is no impact on the County General Fund.

 

A form of resolution has been approved by County Counsel.
