Edgewood Road Resurfacing - Redwood City Area, Federal Project Number STPL-5935 (020) 04-SM-0-CR

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the resurfacing of portions of Edgewood Road between Alameda de las Pulgas and Canada Road.

 

Previous Board Action

1.

Authorized an application for Federal Surface Transportation Program (STP) funds to partially finance this resurfacing project.

 

2.

Authorized the Director of Public Works to execute agreements with public agencies, utility companies and special districts for utility type work less than $50,000 proposed to be done in conjunction with County road projects.

 

Key Facts

1.

The proposed project is part of our overall program to preserve the County maintained road system.

 

2.

We have received a grant made available through the Federal Surface Transportation Program to partially finance the project.

 

Discussion

The proposed project consists of grinding the existing pavement, pavement repair, resurfacing the road with asphalt concrete, and installing new pavement markings and markers, all within the above-described limits.

 

The San Mateo County Planning Department has determined that this project is exempt from the requirements for preparation of an EIR under Section 15301 (C) Class 1, of the California Environmental Quality Act and we have filed a Notice of Exemption with the County Clerk.

 

Caltrans, which administers the Federal funding, has authorized the County to proceed with advertising for bid.

 

Coordination with Other Work

An environmental impact report is being prepared for two proposed subdivisions that are located near the easterly intersection of Cordilleras Road with Edgewood Road. The developers are proposing that the subdivisions be provided with sewer service by extending a sewer line up Edgewood Road from the Cordilleras Road intersection. Other utilities to serve the proposed subdivisions may also require excavation into the roadway. Our policy is to not allow excavations into a newly resurfaced road for two years. We are not proposing to leave this section of the road out of the proposed project to accommodate the proposed subdivisions, as the subdivisions are in the planning phase and any proposed excavation in the road may be over two years away.

 

We will also be recommending that your Board approve the installation of a traffic signal at the westerly intersection of Cordilleras Road with Edgewood Road. Consideration of our recommending was not before your Board at the writing of this report. However, we anticipate that a decision will be made before bids for the resurfacing project are open. We can adjust the limits of the proposed resurfacing project to eliminate the resurfacing at this intersection to accommodate the signal work and resurface this area after the signal is complete; or include the duct work for the signal wiring in the resurfacing project if your Board approves the signal system as envisioned. We also believe we should proceed with the resurfacing project at this time to take advantage of the available federal funding.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the Public Safety of all Residents and Visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the project helps to preserve a road which is a part of the integrated (state/county/city) public road system.

The total estimated cost of construction is $685,000 and is proposed to be financed as follows:
