Emerald Lake Hills Resurfacing Project - San Carlos Area (County Project No. R7W00 - F36 [369])

 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the Resurfacing of Various Roads within Emerald Lake Hills.

 

Previous Board Action

1.

Adopted minimum road standards to be used in recommending road-resurfacing projects to your Board for the Emerald Lake Hills Area.

 

2.

Authorized the Director of Public Works to proceed with the preparation of plans and specifications for resurfacing type projects on various County roads.

 

Key Facts

The Emerald Lake Homeowners Association created a priority list of roads to resurface in accordance with the minimum road standards adopted by your Board. Springdale Way, Oak Park Way, South Oak Park Way, Agua Vista Court, Sunset Way, and East View Way are on the priority list of roads to be resurfaced. West Summit Drive, North View Court, and Summit Court are also proposed for resurfacing in an effort to maintain and improve the quality of these roads and work toward meeting the Department's Outcome Based Management Performance Measures.

 

Discussion

The proposed project, totaling approximately 1.65 miles in length, consists of the repair of failed pavement areas, the installation of pavement reinforcing fabric, the installation of asphalt berms and water bars where needed to control drainage, and the resurfacing of the roadways with asphalt concrete. The roads to be resurfaced as described above are shown on the attached map.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "Ensure Basic Health and Safety for All" and Goal Number 7 "Maintain and Enhance the Public Safety of All Residents and Visitors," as it improves the conditions of these roads for the public's safety.

 

Fiscal Impact

The estimated cost of construction is $330,000, which is proposed to be financed with Road Funds and Roadway Improvement Funds. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
