Supplemental Report - Traffic Signal at the Intersection of Edgewood Road and Cordilleras Road (West) - Redwood City Area

 

Recommendation

Determine if staff should proceed with the design and installation of a traffic signal at the westerly intersection of Edgewood Road and Cordilleras Road; and if your Board directs us to proceed with the traffic signal design, determine:

 
 

a)

if a separate left-turn lane (Edgewood Road west onto Cordilleras Road) should be provided in conjunction with the signal; or

 
 

b)

if the left-turn movement on Edgewood Road west onto Cordilleras Road should be eliminated or restricted during certain hours.

 

Staff Recommendation

Direct staff to:

 
 

    ·

proceed with the design of a traffic signal at the westerly intersection of Edgewood Road and Cordilleras Road without a separate left-turn lane (Edgewood Road west onto Cordilleras Road); and

 
 

    ·

develop and present to your Board an ordinance that prohibits left-turn movements from Edgewood Road onto Cordilleras Road at this intersection.

 

Previous Board Action

Considered the Department of Public Works' report and recommendation at your March 5, 2002 regular meeting, continued this item until your March 26, 2002, meeting, and directed staff to respond to the City of Redwood City's concerns expressed in their letter dated March 4, 2002, to your Board.

 

Key Facts

We believe we have addressed Redwood City's concerns as:

   
 

a)

there will not be a significant increase in traffic or traffic delays at the easterly intersection of Edgewood Road with Cordilleras Road, and the delay is offset by the increased safety afforded motorists by the installation of the signal and prohibiting the left turn movement off of Edgewood Road at the westerly intersection of Edgewood Road with Cordilleras Road; and

 
 

b)

the installation of adequate signing is a design issue that can be addressed as part of the proposed construction if your Board approves the installation of the proposed signal.

 

Discussion

We had previously evaluated the City's concern of increased traffic on the easterly portion of Cordilleras Road and included projected changes in traffic movements in our original staff report that we sent the City. We also subsequently wrote the City and provided them with additional information on traffic and assured them that adequate warning signs will be included in the proposed project if the project is approved by your Board.

 

We believe that the additional information should allay the concerns of the City.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the Public Safety of all Residents and Visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the installation will improve the safety for motorists turning onto Edgewood Road without compromising the safety of other motorists.

 

Fiscal Impact

The estimated cost of the work including design and construction is $110,000. This cost is proposed to be financed with Road Funds. There is no impact to the General Fund.
