SUBJECT:

Resolution Accepting the Certificate of the Chief Elections Officer as the Official Canvass and Declaring the Results as Submitted for the March 5, 2002, Gubernatorial Primary Election.

 

Recommendation

Adopt a resolution accepting the Certificate of the Chief Elections Officer, declaring the Abstract as the Official Vote of the March 5, 2002 Gubernatorial Primary Election, declaring the person(s) elected to each office voted on, and declaring the results as to certain measures voted on.

 

Background

California Elections Code §§10411, and 15300 et seq. authorizes and directs the Board of Supervisors and the Chief Elections Officer, within 28 days of an election within the jurisdiction, to inspect, process, and count all ballots and prepare a certified statement of the result, and to deliver a duplicate of that statement to the Secretary of State and to the chairperson of the county central committee of each political party. Upon acceptance of that statement, Elections Code §15400 authorizes and directs the governing body of the jurisdiction to declare elected or nominated the persons having the highest number of votes for the offices voted on and to declare the results of the election as to each measure voted on.

 

Discussion

On March 5, 2002, the Chief Elections Officer conducted a Gubernatorial Primary Election. The official canvass and an abstract or Statement of Votes polled was completed and certified by the Chief Elections Officer on March 26, 2002. This abstract is available at the Office of the Chief Elections Officer, Registration-Elections Division.

 

This resolution has been reviewed and approved by County Counsel.

 

Vision Alignment

The proposed resolution keeps these County commitments: (1) to realize the potential of our diverse population; (2) to support responsive, effective, and collaborative government; and (3) to lead by working together across boundaries to preserve and enhance our quality of life. The proposed resolution also furthers the County's progress toward its goals: (1) Goal No. 22: Civic engagement-including voting . . . and participation in public discussions of important issues-uniformly high among the diverse population; and (2) Goal No. 24: Residents accepting individual responsibility for contributing to the quality of life of the county as a whole; and (3) Goal No. 25: Residents expressing their support for regional, collaborative approaches to issues.

 

The proposed resolution contributes to these commitments and goals by giving accurate and official confirmation of the expressed will of all the voters on important public issues, as expressed in the recent county-wide gubernatorial primary election.
