Agreement With V.N. Products, Inc., for Household Hazardous Waste Brochure Printing and Direct Mail Project

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with V.N. Products, Inc., for Household Hazardous Waste brochure and direct mail project.

 

Background

San Mateo County Environmental Health Division conducts outreach and advertising to County residents and businesses regarding used oil and filter recycling, proper disposal of household hazardous waste, non-point source pollution, minimizing waste and exposure to chemicals, and choosing less toxic alternatives. Since 1992, the division has received funding from the California Integrated Waste Management Board (CIWMB) for the Used Oil Program. The Household Hazardous Waste Program (HHW) is funded through the solid waste fund. By combining the interconnected messages of these programs, the advertising dollars of both are more effectively spent. Together, both programs have the resources to design, print and mail an informational brochure and magnet to every household in San Mateo County.

 

Discussion

Since the inception of the HHW program, advertising has been limited to word-of-mouth, booths at fairs and limited public service announcements. A long-term goal of the staff has been to perform direct advertising to each household. Other counties and cities have successfully used the approach of mailing an informational brochure and magnet to all households. The CIWMB has provided an Opportunity grant for the mailing costs of such a brochure and magnet to educate residents about the HHW program. The HHW program received funds from the Public Works Department Landfill User's fee to implement this outreach piece.

 

The Health Services graphic artist was retained for the graphics portion of the job. Additionally, she did the research on the printers and mailing services, and obtained quotes for those services. She will coordinate the graphic design of the job and work with the printing company to ensure delivery. Environmental Health HHW program will determine the content and have final sign-off on the brochure.

 

Performance Measures for HHW Brochure

Designing an attractive and informative brochure with a magnet will ensure that residents will keep the information about how to recycle waste and prevent pollution. The magnet will help them to keep the information on hand so that they can attend our events at a later date.

Vision Alignment

The agreement with V.N. Products, Inc., keeps the commitment of maintaining and enhancing the public safety for all residents and visitors and goal number 7: Maintain and enhance the public safety of all residents and visitors. The agreement contributes to this commitment and goal by raising the public's awareness about household products and providing residents with the necessary tools and information to make decisions about purchasing, using and disposing of common toxic products.

 

Fiscal Impact

The term of the agreement is from April 1, 2002, through August 30, 2002. The maximum amount payable under this agreement shall not exceed $119,020.88. The revenue and expenditures under this agreement are part of the FY 2001-02 Used Oil Opportunity Grant, Used Oil Block Grant and the HHW program budgets. Forty thousand dollars was included in the HHW program FY 2001-02 budget for outside printing; $43,387 was budgeted in the Used Oil Block Grant for postage; and $35,633.88 was budgeted in the Used Oil Opportunity Grant for advertising. There is no net county cost.
