Recommendation |
Adopt a resolution authorizing the execution of an Amendment to the Agreement with Peninsula Community Foundation for the provisions of depositing funds into the Child Care Facilities Expansion Fund, and for the administration of these funds for the purpose of furnishing, equipment and start-up expenses of new and expanding child care centers, and licensed child care homes. |

Background |
On May 22, 2001 the Board of Supervisors approved resolution 64466 authorizing the execution of an Agreement with Peninsula Community Foundation for the administration of funds for the purpose of purchasing furnishing, equipment and for start-up expenses of the Maple Crossing Child Care Center. The original Agreement was for $350,000. |

The Child Care Facilities Expansion Fund (the "Fund") is a project of the Child Care Coordinating Council of San Mateo County, Inc. It is one of four Countywide efforts to increase the number of licensed child care spaces in San Mateo County, which has been advocated by the Countywide Child Care Action Campaign, and endorsed by the Board of Supervisors. |

Discussion |
This Amendment adds one million dollars ($1,000,000) in funds to the existing contract with Peninsula Community Foundation making the total contract obligation $1,350,000. The funds will be maintained by Peninsula Community Foundation in a restricted account and disbursed for specific projects as recommended by an Advisory Committee. Human Services Agency will designate one or more representatives to the Advisory Committee based on staff recommendations from the Child Care Coordinating Council. |

The Fund will make grants to child care facilities projects that increase the number of licensed child care spaces in San Mateo County, including new child care centers, expansions of existing centers, and expansions of licensed family child care homes. |

The contract with Peninsula Community Foundation keeps the commitment of Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. This contract with Peninsula Community Foundation contributes to this commitment and goal by providing a safe and healthy child care environment. |

Fiscal Impact |
The Amendment to the Agreement with Peninsula Community Foundation will be funded 100% from CalWORKs Incentive Funds. There is no Net County Cost. |
