Recommendation |
Adopt a Resolution authorizing execution of an Agreement with the Coastside Adult Day Health Center (Health Center) which allows the Health Center to conduct an Automobile Show and Aircraft Display at the Half Moon Bay Airport on Sunday, April 28, 2002 (4/5ths vote required). |

Discussion |
We have developed an Agreement with the Health Center which outlines the activities to be conducted and the responsibilities of the Health Center in conjunction with their proposed event. The Agreement provides that the Health Center is allowed to conduct a one-day event on Sunday, April 28, 2002. The event will consist of: |

A classic automobile concourse. |

Display of racing, muscle, and custom show cars. |
| |
3. |
Vintage motorcycle exhibit. |
| |
4. |
Display of working steam and gas engines; farm equipment. |
| |
5. |
Tractor pull event. |

6. |
Static display of military, vintage and unusual aircraft. |

7. |
Aircraft rides. |
| |
8. |
The sale of food, beer and wine from participating groups. |
| |
9. |
The sale of tee shirts and memorabilia by the Health Center. |

A ten-dollar ($10) entrance fee will be charged to the general public with a five-dollar ($5) fee for children age 5-14 and seniors. Children under five are free. The Health Center has provided the required insurance coverage and has agreed to provide sufficient volunteers to coordinate parking and the general policing of the area to be used. They are also coordinating traffic control with the Sheriff's Office and the California Highway Patrol. |

We have notified all tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators, the Federal Aviation Administration (FAA) and the providers of emergency services. Additionally, the event has been advertised in the local newspapers. |

The event as in previous years includes the static display of military and civilian aircraft including a Coast Guard Sikorski helicopter, a vintage DC-3, an F-18 Hornet fighter, a Yak-9 Russian fighter, an F-86 fighter jet and several P-51 Mustangs. We are proposing to grant a one-time waiver to the airport's 12,500-pound weight restriction for the specified display aircraft if your Board approves the proposed resolution. |

The agreement also requires that the sale of alcohol during the event shall be in compliance with the County's sale of alcohol policies. |

In addition, the FAA has agreed to staff a temporary air traffic control tower at the airport on the day of the event to handle the aircraft flying to and from the airport and to coordinate the aircraft rides during the event. |

The Health Center is also notifying the Mid Coast Community Council of the proposed event and we will report any comments that they or we receive from the Council. |

Vision Statement |
We believe our recommendation is consistent with Goal Number 8 "Help Vulnerable People - the Aged, Disabled, Mentally Ill, At-Risk Youth and Others - Achieve a Better Quality of Life," of the Shared Commitment to "Ensure Basic Health and Safety for All," as approving the proposed resolution provides for a funding opportunity for the Health Center, and the Health Center provides services to vulnerable people. |

Fiscal Impact |
The Airport Fund will be reimbursed $1,500 for the cost of overtime as additional personnel will be on duty during the event. |

There is no impact to the General Fund. |

A form of Resolution and the Agreement have been approved by County Counsel and the Health Center has executed the Agreement. |
