Reconstruction of Portions of Paloma, San Carlos, Escalona, Navarra, Ferdinand and San Juan Avenues - El Granada Area of the Midcoast

 

Recommendation

Adopt:

 
 

a.

a resolution declaring that portion of San Juan Avenue between Ferdinand Avenue and Navarra Avenue as a County maintained road.

 
 

b.

an ordinance establishing San Juan Avenue, between Ferdinand Avenue and Navarra Avenue as a one-way road with traffic required to travel in the southerly direction.

 
 

c.

a resolution awarding and authorizing execution of a contract for the reconstruction of portions of Paloma, San Carlos, Escalona, Navarra, Ferdinand and San Juan Avenues.

 

Previous Board Action

1.

Held public hearings and adopted a resolution authorizing the Director of Public Works to design the above referenced improvements and to notify the property owners that it is the intent of this Board to complete plans and to levy assessments on said properties as previously noticed, including properties adjacent to San Juan Avenue as described above.

 

2.

Adopted Resolution No. 64979 on December 18, 2001, adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

3.

Authorized the Director of Public Works to enter into agreements with utility companies and special districts for work in conjunction with road projects in amounts not to exceed $50,000.

 

Key Facts

1.

San Juan Avenue between Ferdinand Avenue and Navarra Avenue is currently not a County maintained road. The road, which property owner petitioned to be improved and which your Board approved for reconstruction, must be accepted into the County maintained system in order to move forward with the proposed construction.

 

2.

San Juan Avenue, with the input of the adjacent property owners, was designed as a one-way street as there are physical constraints that limit the allowable width of the road.

 

Discussion

On January 29, 2001, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $1,187,161.00 was the lowest bid received.

 

The Engineer's estimate was $1,100,000. A summary of the bids received is as follows:

The contractor's bid is $87,161 (7.9%) above the engineer's estimate of $1,100,000.00. We reviewed the low bid and believe the difference between the Engineer's estimate and the low bid can be attributed to the unit cost of Class 3 Concrete. This item pays for the construction of curbs, gutters, sidewalks, drainage aprons and valley gutters. We believe that the cost increase is due to the transportation costs associated with the material as there are no concrete batch plants on the Coast, and the sequencing of this work which requires that the work be done in relatively small increments in order to continue to provide access to the adjoining properties and to maintain traffic during construction. However, we also believe that the overall bid is reasonable compared to the other 7 bids that we received and are therefore recommending that a contract be awarded to the low bidder.

 

We have also reviewed the contract documents and have determined the Affirmative Action program submitted by McGuire and Hester is in accordance with the current Affirmative Action Guidelines.

 

The low bid also includes the proposed work on San Juan Avenue as petitioned for by the property owners and we are recommending that your Board concurrently declare San Juan Avenue to be a County maintained road and establishing the road as a one-way street as discussed in Key Facts above.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "Ensure basic health and safety for all," as the project will improve the roads for the benefit of the residents as well as motorists, bicyclists and pedestrians.

 

Fiscal Impact

The total overall estimated cost of the project, including construction and contingencies is $1,270,000, which includes a seven percent (7%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, linear feet of concrete pipe, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weights of the material and the actual limits of the as constructed project. The project will be financed by a combination of road funds, mitigation fees and reimbursements from fixed assessments that will be levied on the properties within the project limits as explained in our previous staff report..

 

We also anticipate execution of cost reimbursement agreements with the utility companies/special districts in the amount of $20,500 to cover work on their facilities in conjunction with this project. This work will be eliminated from the contract and the utility companies/special districts will have to make other arrangements to complete their work if the agreements are not executed.

 

There is no impact to the General Fund.

 

Forms of resolutions and an Ordinance have been approved by County Counsel.
