Pescadero Creek Road Slides Repair Project - Loma Mar Area

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the repair of two slides on Pescadero Creek Road.

 

Previous Board Action

Adopted and then rescinded a similar resolution calling for bids for the work as we could not guarantee a contractor that we could meet the State of California Department Fish and Game's permit requirements for working in and around the creek between October 15th and June 15th.

 

Key Facts

The proposed project will repair portions of the travel lane and shoulder on Pescadero Creek Road at two locations which were undercut as a result of creek bank erosion or excessive ground water.

Necessary permits from Department of Fish and Game, California Regional Water Quality Control Board, and San Mateo County Planning Commission required to work adjacent to creek have been obtained.

 

Discussion

The proposed project will repair the road at two locations by the construction of steel soldier beam walls with timber laggings and tiebacks, construction of surface and subsurface drainage facilities and restoration of the road surface.

 

The road at these two locations is relatively narrow and it is proposed to allow the contractor to intermittently close the road to facilitate the construction. The specifications allow road closure from 5:00 a.m. to 7:00 a.m.; 9:00 a.m. to 3:00 p.m.; and 5:00 p.m. to 10:00 p.m., but allows school buses and other local traffic to pass through for two hours in the morning and two hours in the afternoon (e.g. road to be open from 7:00 a.m. to 9:00 a.m. and from 3:00 p.m. to 5:00 p.m. throughout the length of the contract). The closure times were established based on our conversations with the Pescadero/La Honda Unified School District, with the emergency service providers in the area (Sheriff, California Highway Patrol, Division of Forestry) and input from the YMCA camps that also run school programs at their camps. We have provided in the specifications that the closure hours may be shifted if necessary to accommodate changes in the school's or other agencies' schedules and if sufficient advance notice is provided. We will also notify the affected agencies and the Pescadero Municipal Advisory Council (PMAC) of the contractor's schedule after a contract has been awarded and the schedule is confirmed.

 

Environmental clearances in conformance with California Environmental Quality Act (CEQA) and Section 404 of the Clean Water Act have been obtained for this project from the San Mateo County Planning Commission and California Regional Water Quality Control Board (Waiver of Waste Discharge Requirements Permit), respectively.

 

The Negative Declaration for this project has been prepared and certified by the San Mateo County Planning Department as a requirement for a Coastal Development Permit. Coastal Development Permit, file number PLN2000-00156, has been approved by County Planning Commission.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the Public Safety of all Residents and Visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the project helps to preserve Pescadero Creek Road which is a vital link for the residents in this rural area of the County.

 

Fiscal Impact

The estimated total cost for construction for the two sites is $1,100,000. Funds for construction have been budgeted in this year's Road Fund Budget. There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
