Annexation of Territory to the Fair Oaks Sewer Maintenance District - Lands of Forcari - Woodside Area

 

Recommendation

After conducting the public hearing:

 

1.

adopt a resolution ordering the annexation; and

   

2.

instruct the Clerk of the Board to transmit a copy of the adopted resolution to the Town of Woodside.

   

Previous Board Action

1.

Entered into an agreement (agreement) with the Town of Woodside to provide for the transport and the treatment of sewage from the Town's Redwood Creek Main Trunk and Glens Collection System Assessment District.

 

2.

Adopted a resolution setting the time and date for a public hearing to consider this proposed annexation.

 

Key Facts

1.

The property to be annexed is within the Assessment District, but is not within the current boundaries of the Fair Oaks Sewer Maintenance District (District).

 

2.

The Agreement requires the Town of Woodside to approve annexations of property in the Town into the District.

 

3.

The Town has consented to the proposed annexation.

 

4.

A public hearing to consider an annexation to the District is required pursuant to Section 5838 et. Seq. of the Streets and Highway Code.

 

Discussion

Mr. and Mrs. Peter P. Forcari, whose property is at 265 Ridgeway Road and identified by Assessor's Parcel Number 069-360-330, have requested that their property be annexed to the District for the purpose of receiving sewer services.

 

The Public Hearing for the proposed annexation has been properly noticed and the appropriate description prepared and we are therefore recommending that the annexation be approved.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Vision Commitments to "Ensure Basic Health and Safety for All" and to be a "Responsive, Effective and Collaborative Government;" and Goal Number 7, "Maintain and Enhance the Public Safety for All Residents and Visitors," as proceeding with the annexation hearing can result in providing effective sanitary sewer service to a parcel in a suburban area, which would otherwise use an "on site" method to handle wastewater and which could have an impact on neighboring residents.

 

Fiscal Impact

The property owners have paid all required fees as follows:
