Recommendation |
Adopt a resolution authorizing the execution of a first Amendment to the two-year Agreement (July 1, 2000 through June 30, 2002) with the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District and Brisbane Elementary School District to add Cost of Business Increase (COBI) for FY 2000-01, extend the term to June 30, 2004 for a total Amendment obligation of $445,000. |

Background |
The Daly City Peninsula Partnership Collaborative was formed in 1995 with the mission to promote and facilitate collaborative efforts to ensure young children and their families have access to the health, education, and social services needed to be successful in school and in life. Services focus on families with young children pre-natal to third grade. |

Discussion |
During the budget process for FY 2000-2001, the Board of Supervisors designated $150,000 in County funds to support the Daly City Peninsula Partnership Collaborative expanded services. This first amendment is to add Cost of Business Increase (COBI) of $15,000 for the first year funding. The Daly City Peninsula Partnership Collaborative is eligible to receive the COBI for $15,000 for the FY 2000-01. These funds will be used to support the gross cost for four (4) full-time coordinators. |

Vision Alignment |
The Amendment with the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District and Brisbane Elementary School District keeps the commitment of Providing equal access to educational opportunity and goal number 3: All Children in San Mateo County ages 0-5 years have access to child care/early learning opportunities that contribute to their entering kindergarten ready to succeed. This Amendment contributes to this commitment and goal since the City of Daly City, Jefferson Elementary School District, Bayshore School District, South San Francisco Unified School District and Brisbane Elementary School District will be providing the educational tools that children need to be successful in school and in life. |

Fiscal Impact |
The term of the Amendment Agreement is July 1, 2000 through June 30, 2004. |

The total Amended Agreement amount is $445,000,of which $344,000 is in State and Federal funds and $86,000 is Net County Cost. The balance of $15,000 is COBI that was included in the Children and Family Services FY 2001-02 budget process. |
