Accessibility Modifications, Probation Department, 1024 Mission Road, South San Francisco

 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales and calling for sealed proposals for Accessibility Modifications at the Probation Department's facility at 1024 Mission Road, South San Francisco.

 

Key Facts

1.

The American with Disabilities Act (ADA) prohibits discrimination on the basis of disability. The Act guarantees disabled persons equal access to public services.

The criteria used to evaluate a County project is ADA parking; access to the County facility; entry to the facility; use of public counters; and use of restrooms, drinking fountains and public telephones.

 

Discussion

County staff trained by the Center for Independence of the Disabled (CID) surveyed all County buildings for compliance with ADA. The Commission on Disabilities' ADA Compliance Committee reviewed the surveys and established priority buildings for ADA improvements County-wide. This scope of work is listed in the San Mateo County Transition Plan approved by the County Manager in October of 1996. The ADA Compliance committee then made site visits, reviewed the surveys for these buildings and identified and prioritized the deficiencies that in their judgment were the most important to correct.

 

The scope of work for this project was reviewed and concurred in by the Probation Department and is based on pre-design estimates.

 

The scope of work includes:

 

    ·

Resurface, realign, restripe and add signs for accessible parking.

    ·

Improve exterior non-complying ramps and handrails.

    ·

Accessibility modifications to the public restrooms.

    ·

Replace non-complying door openings in the accessible path of travel to public services.

    ·

Modify public service windows and counters.

    ·

Provide accessible public telephones.

    ·

Provide accessible drinking fountain.

    ·

Add various accessibility and directional signs.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "Maintain and Enhance the Public Safety of all Residents and Visitors" of the Shared Vision Commitment to "Ensure Basic Health and Safety for All," as the installation will remove architectural barriers and make access to the building safe for the disabled.

 

Fiscal Impact

The estimated cost of the work is $135,000. An appropriation for this work was included in the 2001-02 Capital Projects Budget and is financed from the five percent (5%) surcharge on facilities fees. There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
