SUBJECT:

Athlone Way Storm Drain Rehabilitation Project - North Fair Oaks Area (County Project No. R1800 - F149 [4B])

 

Recommendation

Adopt a resolution adopting Plans and Specifications, determining prevailing wage scales, and calling for sealed proposals for the Athlone Way Storm Drain Rehabilitation Project.

 

Previous Board Action

Expanded the powers of County Service Area No. 8 (CSA 8) to include financing storm drain facilities.

 

Key Facts

Portions of the existing 18-inch and 24-inch storm drains that transport storm water to the Athlone Terrace Pump Station (ATPS) need to be rehabilitated to insure they will continue to function.

 

Discussion

The proposed project consists of removing the existing deteriorated pipes, installing new smoother and larger size pipes, and replacing the existing sub-standard drainage inlets with new standard inlets.

 

This project qualifies for a Categorical Exemption pursuant to Section 15302, Class 2 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "Ensure Basic Health and Safety for All" and Goal Number 7 "Maintain and Enhance the Public Safety of All Residents and Visitors," as it improves the storm drain system to reduce flooding for the protection of public and private property in the area.

 

Fiscal Impact

The estimated cost of construction is $120,000. The work in the roadway is proposed to be financed with road funds (approximately $60,000) and the work in the easement areas is proposed to be financed with CSA 8 Funds (approximately $60,000). There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
